Summary
The Kingston upon Thames People Committee met on Tuesday 11 November 2025 to discuss several reports and assessments related to children's services and education in the borough. The committee reviewed and noted the Achieving for Children annual reports, endorsed the findings of the Childcare Sufficiency Assessment, and received an update on school place planning.
Childcare Sufficiency Assessment
The committee endorsed the findings of the Royal Borough of Kingston's (RBK) Childcare Sufficiency Assessment, which concluded that there is an overall sufficiency of childcare within the borough. They also endorsed the priorities and actions for 2025-2026 outlined in the report.
The council is required to annually assess its childcare market. The Childcare Sufficiency Assessment People Committee.pdf report included ward-level summaries, information on government childcare initiatives, and surveys of parents and childcare providers.
Achieving for Children Annual Reports
The committee received and noted Achieving for Children's (AfC) Annual Impact Report, Annual Equalities Report, Annual Participation Report, and Annual Report and Statement of Accounts for 2024/25. Any comments made by the committee will be referred to the council’s Lead Commissioner for Children’s Services.
AfC is a community interest company1 that delivers children's services on behalf of Kingston, and other local authorities. The reports provided oversight of AfC's performance and progress against strategic objectives.
School Place Planning Annual Update
The committee noted the School Place Planning Annual Update report. The report covered school place planning developments since the previous year, including primary, secondary, and specialist provision, current and historical demand for places, current capacity, and future demand. It also provided an overview of ongoing projects related to new provision.
The School Place Planning Strategy People Committee.pdf was approved in March 2023. Data on occupancy levels, capacity, and numbers on roll was taken from the Admissions Team as of October 2025.
