Summary

The Licensing Sub-Committee was scheduled to convene to examine licensing applications for three establishments: one seeking a new premises licence, another requesting a variation to its existing licence, and the third facing a review of its current licence. The committee, consisting of Councillor David Robson, Chair of Licensing, Councillor John-Paul Ennis, and Councillor Sarina Da Silva, was to consider each application based on Lambeth Council's Statement of Licensing Policy, guidance from the Secretary of State, the Licensing Objectives outlined in the Licensing Act 20031, and any received representations.

Aquarium Tapas Bar, 415 Wandsworth Road

The sub-committee was scheduled to consider an application for a review of the premises licence for Aquarium Tapas Bar submitted by the Metropolitan Police. The police cited concerns that the premises licence holder had failed to uphold the licensing objectives, specifically the prevention of crime and disorder, public safety and the prevention of public nuisance.

According to the review application attached as Annex A, police reported that on 26 February 2023, an alleged firearms incident occurred at 05:20 hours, after the permitted closing time of 04:00 hours. Furthermore, on 2 March 2025, officers investigating an alleged assault found the premises operating beyond its licensed hours. The report also stated that in a meeting on 1 April 2025, the designated premises supervisor, Jorge De Freitas, admitted to breaches of licence conditions and difficulties in ensuring patrons leave at closing time.

The Licensing Authority supported the review application, stating in Annex B that they had no confidence in the management of the premises and recommended that the licence be revoked.

Representations in support of the premises, including a petition, were included in Annex C.

The current premises licence was provided in Annex D.

Crown and Sceptre, 2A Streatham Hill

The sub-committee was scheduled to review an application to vary the premises licence for the Crown and Sceptre, 2A Streatham Hill. According to the main report, the applicant, Urban & Urban Properties Limited, initially sought to extend the hours for the sale of alcohol, late night refreshment and recorded music on Friday and Saturday nights, as well as to make some changes to non-standard timings, and to update the conditions attached to the premises licence.

Following discussions with the police, the applicant amended the application to only vary the hours for the sale of alcohol on Friday and Saturday, to 09:00 to 01:30.

Ten representations were received against the application, including from the Licensing Authority, the Public Protection Team, and eight interested parties. Concerns included the extension of hours sought, insufficient information in the application, allegations of crime and anti-social behaviour, noise complaints, and failure to promote the licensing objectives.

The Licensing Authority's representation stated that there was insufficient information in the application on how the outside area would be managed and how public nuisance would be prevented. The Licensing Authority recommended that the application be refused, except for the addition of the proposed conditions.

The Public Protection Service also recommended refusal, citing repeated contraventions of noise regulations and the serving of a Noise Abatement Notice on 3 July 2025, included as Annex E.

The original application form was included as Annex A, and the schedule of conditions submitted with the application was included as Annex B. The representations were included as Annex C, and the current premises licence was included as Annex D.

Tequi-la-land, 30 Acre Lane

The sub-committee was scheduled to consider an application for a new premises licence for Tequi-la-land, 30 Acre Lane. The applicant, Fuego Bars Limited, originally sought authorisation for recorded music, late night refreshment and the sale of alcohol until 3am on Friday and Saturday.

Following discussions with the Licensing Authority, the applicant agreed to revised hours: 11:00 to 02:00 on Friday and Saturday, 11:00 to 01:00 on Thursday, and 11:00 to 00:00 Sunday to Wednesday.

Four representations were received against the application from a Residents Association, a Residential Home and two members of the public, citing concerns about public nuisance, crime and disorder, public safety and the protection of children from harm. Objectors highlighted concerns about the hours sought and the operation of the venue previously, which residents alleged had created an environment of anti-social behaviour.

The application form was included as Annex A, the premises plan as Annex B, and a list of conditions from a previous premises licence for the address as Annex C. The agreed, reduced hours were included as Annex D, and the representations as Annex E.

  1. The Licensing Act 2003 outlines four key licensing objectives: the prevention of crime and disorder; public safety; the prevention of public nuisance; and the protection of children from harm.
