At a meeting of Hammersmith and Fulham Council's cabinet, members approved an extension to an existing housing repairs contract, a procurement strategy for future housing repairs, and the establishment of a wholly-owned housing company. The cabinet agreed to exclude the public and press from discussions of exempt information relating to the financial or business affairs of particular people or organisations.
Housing Company
The cabinet approved the establishment and incorporation of a wholly-owned Housing Company, following its previous decision to approve an Outline Business Case (OBC) in November 20241. They also noted the strategic direction of the company’s draft business plan.
The approved recommendations included:
- Providing a loan facility to the company for working capital, to finance operations, and to refurbish three void properties[^1] and other investment opportunities.
- Delegating authority to Councillor Rowan Ree, Cabinet Member for Finance and Reform, to agree the final terms and implement the loan facility, and to authorise the transfer of underutilised assets to the company.
- Delegating authority to the Executive Director of Finance and Corporate Services and the Executive Director of Place to negotiate and enter into service level agreements with the company.
The Housing Company aims to increase the supply of affordable housing and address the demand for temporary accommodation. The company plans to operate across refurbishment schemes and acquisitions in its first year.
The report noted that the company will not be a Registered Provider of Social Housing, so it will not operate social rent homes nor grant secure tenancies.
Housing Repairs
Extension of Repairs and Maintenance Contract
The cabinet approved the extension of the Repairs and Maintenance South Area Contract with Mears Ltd for two years, from 1 August 2025 to 30 July 2027. They also approved a variation to the contract value.
The report stated that the extension would provide:
suitable qualified, skilled labour, and materials necessary in providing responsive repairs, voids works and planned component replacements within Housing owned properties located in the London Borough of Hammersmith and Fulham.
The existing contract allows for this extension.
Procurement Strategy for Housing Repairs 2027
The cabinet approved the procurement strategy for a borough-wide responsive repairs service, set to commence on 2 August 2027. The procurement will use the competitive flexible procedure, in compliance with the Procurement Act 20232, Procurement Regulations 20243, and the council’s own Contract Standing Orders (CSOs).
The objectives of this procurement are to continue the recovery of the repairs service for day-to-day repairs, void works, emergencies, and communal areas. It will also include the procurement of specialist contractors for damp and mould, and the general maintenance of windows, drainage, doors, and roofs.
The strategy aims to offer long-term stability to the council's repairs supply chain over several years and improve residents’ customer journey.
The report noted that the Executive Director of Finance and Corporate Services, in consultation with the Assistant Director of Legal Services and the Assistant Director of Repairs, is authorised to enter into agreements necessary to bring the decisions in this procurement strategy into effect.
The proposed lotting structure is:
- Lot 1: Responsive Repairs to Internal Tenanted Properties (delivered by the Direct Labour Organisation)
- Lot 2: Emergencies, Responsive Repairs, Voids, Planned Preventative Maintenance, Component Replacements, and Communal Repairs (North)
- Lot 3: Emergencies, Responsive Repairs, Voids, Planned Preventative Maintenance, Component Replacements, and Communal Repairs (South)
- Lot 4: Disrepair and Complex Works (North)
- Lot 5: Disrepair and Complex Works (South)
- Lot 6: Damp and Mould (North and Central)
- Lot 7: Damp and Mould (South)
- Lot 8: Drainage (Borough-wide)
