The Hertfordshire County Council convened an extraordinary meeting on Wednesday, 19 November 2025, at County Hall in Hertford. The primary focus of the meeting was to consider the Local Government Reorganisation Business Case. The meeting also provided an opportunity for public questions and petitions related to the business at hand.
Local Government Reorganisation
The main item for discussion was the Local Government Reorganisation Business Case. According to a letter from Councillor Laurence Brass, Chairman of Hertfordshire County Council, the purpose of the extraordinary meeting was specifically to address this issue.
The agenda for the meeting included the report of the Chief Executive on the submission of final proposals for the reorganisation. Amendments to motions regarding this matter were required to be submitted to the Director of Law and Governance by 5pm on Monday, 17 November 2025.
Public Engagement
The agenda allowed for members of the public to ask questions, in accordance with Standing Order 2 (3) (d). These questions were limited to residents or those working in Hertfordshire and had to relate to the business being transacted at the meeting.
Additionally, the agenda provided an opportunity for the presentation of public petitions, as per Standing Order 2 (3) (c). To be presented, a petition needed to contain 1,000 or more signatures from residents or people working in the county. Notification of the intent to present a petition had to be given to the Director of Law and Governance at least five clear days before the meeting, and petitions had to relate to the business to be transacted at the meeting.

The agenda included the following items:
- Minutes: Consideration of the minutes from the ordinary County Council meeting held on Tuesday, 21 October 2025, was deferred to the next ordinary meeting scheduled for Tuesday, 9 December 2025.
- Chairman's Announcements: Councillor Laurence Brass, Chairman of Hertfordshire County Council, may have made announcements.
