Summary
The Governance and Assurance Committee of Redbridge Council met on 17 November 2025 to discuss the outcome of a hearing regarding a complaint against Councillor X, and to consider a motion to exclude the public from discussions involving exempt information. Hearing Regarding Councillor Noor Jahan Begum
The committee was also scheduled to discuss a hearing following an investigation under the Code of Conduct into a complaint against Councillor Noor Jahan Begum.
The report before the sub-committee concerned a complaint by Councillor Tanweer Khan against Councillor Noor Jahan Begum. The sub-committee was asked to decide:
- Whether Councillor Noor Jahan Begum breached the Members' Code of Conduct (the Code of Conduct).
- If a breach occurred, what recommendations to make to the Governance and Assurance Committee.
The report states that information within the Investigator's Report and the Schedule of Evidence had been redacted because of the likelihood that information that is exempt under paragraph 1 of Schedule 12A of the Local Government Act 1972 would be disclosed. The Sub Committee would have to consider the public interest test and whether the Report and the Schedule of Evidence should be published and whether the press and public would be excluded from all or part of the meeting when this report is considered.
The investigation report by Miranda Carruthers-Watt of Verephi Ltd, found that Councillor Noor Jahan Begum had failed to comply with paragraph 1.1 (Respect), and 5 (Honesty/Integrity) of the code. It also found that Councillor Noor Jahan Begum was in breach of the Redbridge Code of Conduct in respect of Allegation 1, but that there was no breach of the Code of Conduct in respect of Allegation 2.
The report also included a redacted report into a complaint by Ms T against Councillor Tanweer Khan.
Motion to Exclude the Public
The agenda included a motion to exclude the public from the meeting if business containing exempt information was to be discussed. The reason given was to avoid the disclosure of exempt information as described in Part 1 of Schedule 12A to the Local Government Act 1972.
