The Kingston and North Kingston Neighbourhood Committee met on Tuesday 18 November 2025, and discussed traffic calming measures, planning applications, and community infrastructure levy funds. The committee approved recommendations for the allocation of Neighbourhood Community Infrastructure Levy (NCIL) funds, but deferred a decision on the Tudor Library Mindful Garden supplementary request.

Allocation of Neighbourhood Community Infrastructure Levy (NCIL) Funds

The committee approved recommendations for the allocation of Neighbourhood Community Infrastructure Levy (NCIL) funds¹. However, the Neighbourhood Community Infrastructure Levy application for the Tudor Library Mindful Garden - Supplementary Request for the sum of £4,930 was deferred.

Prioritised Intervention - Speed Reduction in the Neighbourhood

The committee reviewed traffic data regarding average speeds on roads in the neighbourhood and considered a prioritised programme of measures to reduce speeds in problem areas identified during the first phase of 20mph speed limit implementation. The Prioritised Intervention - Speed Reduction in the Neighbourhood report presented traffic data and proposed measures to address speeding issues. Planning Applications

The committee discussed the following planning applications:

• 25 Blenheim Gardens, Kingston Upon Thames, KT2 7BN - Application 25/01228/FUL proposed the change of use of an existing House in Multiple Occupation (HMO) ² (Use Class C4) to a children's home for up to five children, with a manager and up to three carers (Use Class C2).
• 25 Durlston Road, Kingston Upon Thames, KT2 5RR - Application 25/02342/HOUF sought permission for the demolition of a detached garage and single-storey rear extension, and the erection of a part two-storey/part single-storey side extension, single-storey rear extension, and rear piggy-back roof extension with 8 side rooflights to facilitate loft conversion.
