Summary
The Kingston upon Thames Place Committee met on 20 November 2025 and approved the proposed schemes listed in Annex 1 of the Proposed Local Implementation Plan (LIP) Programme 2026/27 for submission to Transport for London (TfL). The committee also delegated authority to the Director of Highways, Transport and Regulatory Services, in consultation with the relevant Portfolio Holder, to approve any necessary adjustments or prioritisation of the proposed schemes if TfL amends the funding levels.
Local Implementation Plan (LIP) Programme 2026/27
The committee resolved to approve the schemes listed in Annex 1 of the Proposed Local Implementation Plan (LIP) Programme 2026/27 for submission to Transport for London (TfL), and to delegate authority to the Director Highways, Transport and Regulatory Services, in consultation with the relevant Portfolio Holder, to approve any adjustments and prioritisation required to the proposed schemes, should funding levels be amended by TfL.
The Local Implementation Plan (LIP) is a three-year programme, and the Proposed Local Implementation Plan (LIP) Programme 2026/27 outlines the schemes proposed for inclusion in the second year of the 2025-28 LIP funding bid submission to TfL.
TfL provides funding to London boroughs to support local transport improvements that align with the Mayor's Transport Strategy (MTS). The LIP outlines the borough's strategic transport policy and demonstrates how each scheme supports the MTS goals1. These goals broadly aim to transform London's streets, improve public transport, and create opportunities for new homes and jobs.
The Public reports pack noted that TfL has indicated a total allocation of £859,000 for Kingston's core LIP schemes, specifically Safer Corridors & Neighbourhoods (SC&N). Funding for discretionary items like Cycleway Network Development and Bus Priority is still under discussion between the boroughs and TfL, dependent on the final settlement between the Department for Transport (DfT) and TfL.
Two additional funding streams were made available by TfL: Borough Safer Streets and Better Bus Partnerships (BBP). Kingston Council's Safer Street bid for the Fountain Roundabout in New Malden was initially turned down but subsequently approved for £100,000 to support further development of the modelling and engagement. A bid for a further £100,000 will be submitted to continue developing the scheme for consultation, detailed design, and final approval.
The BBP bid, compiled by a consultant on behalf of Richmond, Sutton, and Kingston Councils, is a tri-borough initiative aimed at delivering the Kingston Town Centre Vision, Sutton Town Centre Masterplan, and Richmond Town Centre Strategy. The focus is on transforming, enhancing, and prioritising bus operations within these town centres and along the strategic bus corridor that connects the boroughs. Up to £10 million will be allocated to successful bids by TfL, and the outcome of the bid is expected soon.
The Healthy Streets approach remains a central part of scheme development, using 10 indicators that focus on the experience of people using streets. The two key indicators are:
- Pedestrians from all walks of life
- People choose to walk, cycle and use public transport.
These are supported by eight indicators pointing to the essential elements required to support these two main indicators:
- Easy to Cross
- People feel safe
- Shade and Shelter
- Things to see and do
- Places to stop and rest
- People feel relaxed
- Not too noisy
- Clean air
The Public reports pack stated that funding is being sought within LIP 2026/27 to implement a programme to further reduce speed on roads in the Borough following the implementation of the borough-wide 20mph scheme. This will be based on officers' assessment of the priority for action, including an assessment of speed thresholds based on monitoring information, the location and usage of the road, and the type of speed reduction measures recommended to reinforce speed reduction and thereby improve safety.
Construction of the unbuilt section of the Ewell Road cycle scheme (between Red Lion Road and Hollyfield Road) commenced in the summer and is jointly funded through TfL's 2025/26 LIP funding and Council Capital. Officers are working with TfL to agree a further and final funding allocation in the 2026/27 LIP funding round to complete the Ditton Road / Kingsdowne Road junction.
Construction of the unbuilt section of the Kingston to New Malden cycle scheme (along Cambridge Road and Kingston Road) commenced in autumn 2025. Officers are working with TfL to agree a TfL contribution in 2026/27.
TfL has offered the opportunity to submit bids for residential cycle parking. Officers are currently working to assess capacity for additional residential cycle parking in the Council's housing estates. This information will be shared with Ward Councillors prior to submission of the bid to TfL.
Councillor workshops were held from 2-5 September 2025, where members from each Neighbourhood were invited to provide their input on the list and suggest any other measures they wished to see implemented. The four Neighbourhood Committees considered the 2026/27 LIP proposals at meetings in early October 2025.
The Kingston and North Kingston Neighbourhood Committee noted that Hawks Road would be included under scheme item 2 Future Scheme Development

The New and Old Malden Neighbourhood Committee suggested that secure cycle parking on New Malden High Street and Coombe Road be considered to reduce bike theft, as part of scheme item 20 Cycle Parking Programme
. Some Members voiced concerns about any option that may seek to replace Fountain Roundabout with a signal-controlled junction.
The South of the Borough Neighbourhood Committee suggested prioritising cycle ways in Malden Rushett and on Jubilee Way.
The Surbiton Neighbourhood Committee suggested that, as a future LIP scheme, traffic management measures be implemented on Cranes Park, Lingfield Avenue and Lamberts Road.
