The Staffordshire Council Property Sub-Committee convened on 19 November 2025, and approved recommendations relating to the transfer of land, property sales, and lease agreements. These included the transfer of a playing field to Havergal Primary School, the sale of the former St Leonards School site, and the renewal of a lease to Thea Pharmaceuticals Ltd at Keele Science Park. The committee also agreed to exclude the public from the meeting for items involving exempt information, as defined by the Local Government Act 19721.
Havergal Primary School - Playing Field Transfer
The committee approved the transfer of part of the freehold interest in a section of playing field land to the Lichfield Diocese. The transfer will allow for the variation of the current academy lease accordingly.
Council Lodge explained that the current school buildings have been extended onto the playing field. The transfer to the diocese concerns the part of the council's freehold interest in the land where the academy has constructed a new building. This will also involve a corresponding amendment to the existing academy lease for the playing fields.
Councillor Thomas Baker of Cheslin Hay was noted as an interested party due to his role as a local member.
The final details of both transactions were delegated to the assistant director for commercial and assets.
Exclusion of the Public
The committee voted to exclude the public from the meeting for the following items of business. This was because they involved the likely disclosure of exempt information as defined in paragraphs of part one of schedule 12A, as amended of the Local Government Act 1972.
