The Health and Wellbeing Board was scheduled to receive information on safeguarding in Bromley, and on the performance of the Better Care Fund1.
Bromley Safeguarding Children Partnership Annual Report
The Bromley Safeguarding Children Partnership's (BSCP) annual report for 2024-25 was scheduled to be presented. Joanna Gambhir, Bromley Safeguarding Children Partnership Manager, and Kerry Davies, Bromley Safeguarding Children Partnership Manager (job share), were listed as contacts for the report.
The report was intended to cover the period from April 2024 to March 2025 and to provide a transparent assessment of the effectiveness of safeguarding and the promotion of child welfare in Bromley.
The report includes:
- The governance, accountability and scrutiny arrangements for the BSCP.
- The effectiveness of the partnership in its functions (scrutiny, data, learning, etc).
- The context for safeguarding children and young people in Bromley.
- Learning and improvement identified by the BSCP through Learning Reviews and multiagency audits.
- The range and impact of the multi-agency safeguarding training delivered by the BSCP.
The report also contains forewords from Richard Baldwin, Director of Children, Education and Families at London Borough of Bromley, Angela Bhan, Director (Place) Bromley at South East London Integrated Commissioning Board, Det. Chief Superintendent Nick Blackburn, BCU Commander for the South BCU (Croydon, Bromley and Sutton Boroughs) at the Metropolitan Police Service, and Jim Gamble QPM, Independent Children and Young People Commissioner of BSCP.
The report notes that a Joint Targeted Area Inspection in January 2025 found the BSCP arrangements to be 'well established and effective'.
The report also identifies several challenging areas, including:
- The length of time children wait to be placed with adoptive families.
- The Child in Need (CIN) rate being significantly above the national average.
- School attendance remaining a significant challenge.
Bromley Safeguarding Adults Board Annual Report
The Bromley Safeguarding Adults Board's (BSAB) annual report for 2024/25 was scheduled to be presented. Bulent Djouma, Bromley Safeguarding Adults Board Manager, and Donna Glover, Director of Adult Services, were listed as contacts for the report.
The report provides an overview of the BSAB's work to help and protect adults in Bromley by co-ordinating and ensuring the effectiveness of Board partners.
The report also outlines the work achieved in relation to the Board's priority areas as outlined in its strategy.
The report notes that the Board held a Business Development Day in January 2024 to review its current position by reflecting on the BSAB 2023/24 Business Plan, partner and service user consultation, to determine the forward 2024/25 Annual Strategic Business Plan.
The report also notes that the Board is preparing for Care Quality Commission (CQC) assurance.
Better Care Fund Performance Update
A Better Care Fund Performance Update for Quarter 2 of 2025-26 was also scheduled to be discussed.
