Summary
The Marlborough Area Board met to discuss local issues, including highway improvements, community grants, and updates from partners such as the police and the Integrated Care Board1. The meeting was also scheduled to cover the Marlborough Health and Wellbeing Group, and the Wiltshire Youth Council elections.
Grant Applications
The Area Board was scheduled to consider three grant applications:
- The Merchant's House Marlborough Trust requested £500 towards an interactive touchscreen to improve physical accessibility to the Grade II* listed building2. The touchscreen would provide an interactive portal to view the rooms and key features of the building, including areas not safe for visitors.
- 2nd Marlborough Scout Group requested £3,000 from the youth activity fund to help fund activities for young people attending the scout group, including camps and day trips.
- Marlborough Festival Community Interest Company requested £4,987 from the youth fund for youth engagement at Marlborough Festival, including DJ workshops, a youth-led DJ event, pop-up cinema screenings and games in the Priory Gardens.
Local Highway and Footway Improvement Group
The Area Board was scheduled to ratify financial recommendations from the Local Highway and Footway Improvement Group (LHFIG) made on 9 October 2025, including a 'No Through Road' sign and edge markings for Vespasian Road in Marlborough, at an estimated cost of £600.
The Marlbrough LHFIG Notes - October 2025 also contained updates on other potential schemes, including:
- Aldbourne - virtual paths along Farm Lane, entire length of Marlborough Road, Castle Street to Whitley Road.
- Marlborough, Frees Avenue - traffic speed and pedestrian safety.
- Marlborough, The Parade/New Road - request for 'one way' along The Parade from New Road.
- Marlborough, 20mph review - consideration to widen the review area and review George Lane.
- Mildenhall, proposed footway - request for a new footway.
- Marlborough, High Street - request for restricted day parking in the area of yellow lines adjacent to Nationwide.
- Savernake hospital/Maurice Way - request for double yellow lines.
- Marlborough, Lower Prospect - request for overnight residents parking.
- Marlborough, Orchard Road - request for residents parking.
- A346 Ogbourne St Andrew - request to improve footway to enable wheelchair access to bus stop from Crawlings Piece.
- Berwick Bassett and Winterbourne Monkton - request for 20mph speed limit.
- Ramsbury, Union Street - request for one way.
- Avebury Trusloe, Longfields with A4361 - concern over national speed limit sign at Longfields and request for 'maximum 30' signs.
- A4 Avebury – Overton Hill to West Kennet - request for speed reduction.
- Lockeridge - installation of 4no speed indicator device post sockets funded 100% by Kennet Valley Parish Council.
- Marlborough - A346 Port Hill - request for signing and road markings to reduce speeds to 30mph at the existing signs.
- Chilton Foliat, Stag Hill - request for footway with dropped kerbs to enable vehicle access onto property frontage.
- Lockeridge, SW approach - request for extended 20mph limit.
- Chilton Foliat - request to change location of speed limit on B4001 to account for recent development.
- Marlborough, Kingsbury Street - request for dropped kerb sufficient for disabled resident to access St Mary's Church.
- Marlborough, Poulton Hill - maximise footway by cutting back vegetation, pothole filling and resurfacing, white edge line along footway edge and bar markings adjacent to slow markings/30mph signs.
- Footpath between 80 and 82 Five Stiles Road - signing / calming to slow cyclists before a bend and also a grit bin for icy conditions.
- Manton – 6 point traffic plan - introduce 20mph speed limit.
- Manton - 6 point traffic plan - new road priorities and signing.
- Manton - 6 point traffic plan - inappropriate parking – request for parking restrictions.
- Manton - 6 point traffic plan - installation of additional street lighting.
- Manton - 6 point traffic plan - additional virtual footpath.
- Manton - 6 point traffic plan - extended bus stop markings at primary school.
- Ogbourne St Andrew, Meadow View to Old Forge - request for footway resurfacing.
- A346 between Chiseldon and Ogbourne St George - request for speed limit reduction particularly in the vicinity of Whitefield Farm.
- Marlborough, Poulton Road - request for double yellow lines on Poulton Hill.
- Marlborough, High Street - request for taxi rank outside the 'Castle and Ball' to be assessed for additional car parking space.
- Marlborough, Culvermead Close - request for yellow lines in turning area.
- Marlborough, Ducks Meadow - remove waiting restrictions to enable parking.
- Marlborough, Tesco Rbt - traffic back up preventing vehicle access in and out of new development off the roundabout.
- Whittonditch B4192 - request for reduced speed limit.
- Lockeridge - speed limit reduction from the A4 to 20mph at Lockeridge (C38).
- Marlborough, Kingsbury St - corner of Silverless St - request for bollard to protect No 42.
- Marlborough, Silverless St - large vehicles entering Silverless St from both directions.
Partner Updates
The Area Board was scheduled to receive verbal updates from Inspector Simon Garrett of Wiltshire Police and representatives from town and parish councils. Written updates from the Neighbourhood Policing Team, Swindon and Wiltshire Road Safety Partnership, Dorset and Wiltshire Fire and Rescue, and the Integrated Care Board were also included in the Public reports pack.
The Neighbourhood Police Team Update - November 2025 noted that crime was relatively stable compared to the same months in 2024, with a reduction seen in almost all offence types and a positive team detection rate of 32.5%.
The Marlborough Road Safety Update - November 2025 included information on drink and drug driving, as well as traffic surveys conducted in Marlborough between 1 January 2024 and August 2025.
The ICB update - September 2025 included information on the future of integrated care boards in England, the announcement of Rob Whiteman as the new Chair of the Dorset, Somerset and BSW integrated care board cluster, the departure of the ICB's Chief Executive Officer, Sue Harriman, further opportunities to find out more about the new Trowbridge Integrated Care Centre, and a call for pregnant women and young children to get vaccinated against flu.
Marlborough Health and Wellbeing Group
The Area Board was scheduled to receive an update from the Marlborough Health and Wellbeing Group. The Marlborough Health and Wellbeing Group - 18 November 2025 report noted that the group has and will continue to focus on providing support to local vulnerable and older people, as well as providing opportunity for local organisations working with these client groups to meet and network in order to develop collaborations and enhance their service delivery. Future plans for the group include future networking events, future public events, the potential creation of the Older Persons and Carers Champion role, opportunities to link into formal NHS 'National Neighbourhood Health Improvement programmes' when established in Wiltshire, and establishment of further falls prevention / balance courses with WASP3 (initial pilot with u3a in Kennet).
Wiltshire Youth Council Elections
The Area Board was asked to note a briefing paper regarding the Wiltshire Youth Council Elections in February 2026. Councillors were asked to contact their local secondary school and request participation, directing schools to contact voice@wiltshire.gov.uk for more information or support. Schools must nominate a link teacher to help students prepare for an election and support the Youth Councillors to communicate with the wider student body.
Other Items
- The Area Board was scheduled to hear the findings of the recent Area Board Grant Survey and receive updates on the progress made towards the objectives in the Area Board's Local Action Plan, as detailed in the Local Area Action Plan Marlborough - November 2025.
- The Area Board was asked to note the Family and Community Learning Impact Report 2024-2025, which highlights the transformative power of adult learning across Wiltshire.
- The Area Board was scheduled to receive a highways update, including a Network Management Presentation from Kevin Cheleda, Traffic and Network Manager, and Alfie Francis, Network Management Team Leader.
- Cllr Jane Davies, Marlborough West, as chairman, was expected to give an update on outcomes and actions arising from previous meetings of the Area Board.
- There was an opportunity for members of the public to ask questions to the Area Board.
