The Gloucestershire Health & Wellbeing Board convened to discuss several key initiatives, including the progress of the Children and Young People's Wellbeing Coalition, Active Gloucestershire's efforts to promote youth activity, and the assignment of sponsors for priority areas within the board. The board endorsed the quarterly outcome-focused reporting of the pillar and locality board leads to the Children and Young People's Wellbeing Coalition, advocated for continued development of co-production charters, and voiced its assurance about ongoing alignment and integration with the Families First Partnership Programme and NHS 10 Year Plan.
Children and Young People's Wellbeing Coalition and One Plan
The board received an annual update on the work of the Gloucestershire Children and Young People's Wellbeing Coalition and the delivery of the One Plan for Children and Young People in Gloucestershire (2024–2030).
The Coalition, established in 2020, aims to improve the health and wellbeing of children in Gloucestershire by coordinating partner activity across statutory, non-statutory, and Voluntary, Community, Faith and Social Enterprise (VCFSE) agencies.
The One Plan, developed through co-production with children, young people, families, and partners, outlines the vision for Gloucestershire to be a great place to grow up where children and young people thrive and live lives of choice and opportunity.
The plan is structured around three pillars:
- Starting Well (pre-birth to early years)
- Growing Well (primary to early secondary)
- Being Well (middle teenage through post-16 to 25 years)
These pillars are supported by a foundation of Living Well, which addresses the broader factors influencing a child's development.
The Coalition has identified four key objectives:
- Equity: Closing the gap and eliminating inequalities
- Access: Providing the right help at the right time for all children
- Inclusion: Being a county where everyone belongs and we celebrate diversity
- Quality: Delivering effective, outstanding services
To address pressing challenges, the Coalition is focusing on four obsessions:
- Narrowing the attainment gap for children eligible for free school meals
- Improving child and adolescent mental health
- Improving school attendance
- Building a high-quality Family Hub eco-system across the county
Place-based governance is facilitated through six multi-agency locality boards, led by Gloucestershire County Council's Children's Services Assistant Directors. These boards tailor countywide priorities to local needs, as identified in locality needs assessments.
The Virtual Family Hub, launched in September 2025, serves as a digital platform offering families access to information, services, and support.
Since the summer launch of the Family Hubs, there has been significant activity:
- 11,868 adults accessing services for support
- 8,188 children accessing services
- 3,036 NHS appointments
- 1,263 community activities
The Holiday Activity and Food (HAF) Programme continues to provide activities and nutritious food for children who receive benefits-related free school meals.

Active Gloucestershire's Work with Children and Young People
The board received a presentation on Active Gloucestershire's work to support young people to be more active.
Gloucestershire Joint Health and Wellbeing Strategy
The board were informed that each of the seven priority areas of the Gloucestershire Joint Health and Wellbeing Strategy will have two board-level sponsors to increase visibility, build relationships, and identify interdependencies.
