The Health and Adults Social Care Overview and Scrutiny Panel were scheduled to meet to discuss ways of reducing physical inactivity in Doncaster, as well as reviewing their work plan. The panel was also due to receive updates on the progress of the Doncaster's Carers Journey 2025
and Your Care and Support 2025
plans.
Reducing Physical Inactivity
The panel were scheduled to discuss a report on reducing physical inactivity in Doncaster to improve cardiovascular health and healthy life expectancy. The report noted that physical activity can include:
walking, cycling or wheeling to places of education and employment, participating in sports and exercise and active recreation and play. These activities and can be done at any level of skill and by any person and alongside health benefits, physical activity contributes to enjoyment, enables people to get to a destination and gives opportunities to build social connections.
The report stated that in Doncaster, 30.3% of adults were classed as inactive, which is higher than the England average. It also noted that physical inactivity is a complex issue resulting from factors such as poor health, financial stress, and infrastructure challenges.
The Get Doncaster Moving (GDM) programme was initiated in 2018 as a partnership approach to reducing physical inactivity and improving the health and wellbeing of residents. Doncaster has been allocated around £23 million of investment by Sport England over the last 5 years to deliver stages of the GDM programme. GDM partners have also brought in an additional £110 million to support a place-based approach to reducing physical inactivity.
The report stated that since 2015/16, there are 11,000 fewer inactive adults in Doncaster and the proportion of active adults has increased by about 5%. For children and young people, there are 4,800 fewer inactive children since 2017/18, and Doncaster now has higher physical activity levels among children than the England average.
The report highlighted community-led initiatives like Future Parks, Dance On and Creating Active Schools, as well as the growth of the GDM Network. It also noted that GDM influences policies, strategies and plans to increase physical activity as part of a Health in All Policies approach.
Looking ahead, the GDM priority is to ensure the Network's growth so that impact can be sustained in the long-term, with a continued focus on inactive people, people on low incomes and families with children.
In 2025, each of the four local authorities in South Yorkshire were scheduled to support the development of a memorandum of understanding (MOU) between the South Yorkshire Mayoral Combined Authority (SYMCA), Sport England and the Integrated Care Board (ICB). This MOU will support further focus on physical activity aligned to SYMCA responsibilities for improving economic growth, connectivity, and wellbeing across South Yorkshire.
Overview and Scrutiny Work Plan and the Council's Forward Plan
The panel were scheduled to review the Overview and Scrutiny Work Plan and the Council's Forward Plan of Key Decisions.
The Overview and Scrutiny Work Plan detailed the topics scheduled for discussion at future meetings of the Overview and Scrutiny Management Committee, the Health and Adult Social Care Overview and Scrutiny Panel, the Children and Young People Overview and Scrutiny Panel, the Regeneration and Housing Overview and Scrutiny Panel, and the Community and Environment Overview and Scrutiny Panel.
The Council's Forward Plan set out details of all Key Decisions expected to be taken during the next four months by either the Cabinet collectively, The Mayor, Deputy Mayor, Portfolio Holders or Officers.
Doncaster Carers Journey 2025
The panel were scheduled to receive a report setting out key progress made towards the priorities identified in the Doncaster's Carers Journey 2025
, a co-produced plan for improving support to unpaid carers.
