The Local Development Committee was scheduled to discuss several planning applications, including proposals for a community centre, industrial buildings, supported accommodation, extra care units, and a hotel. Councillor James Beckles, Local Development Committee Chair, was expected to chair the meeting.
Planning Applications
The committee was scheduled to consider the following planning applications:
- 269 High Street South A section 73 application concerning 269 High Street South, East Ham, sought to vary condition 4 relating to hours of operation. The applicant, Central Park Education & Welfare, requested an increase in operating hours to 04:00 to 23:00, Monday to Sunday, including bank holidays. This was related to planning consent 19/00395/FUL, which permitted the change of use of the ground floor from a restaurant to an educational institute and community centre.
The report pack noted that this application had been deferred from the previous meeting, to allow officers to engage with the applicant to overcome concerns raised, particularly with regards to noise and operational management of the extended operating hours of the facility.
The officer recommendation was to approve the application, subject to conditions. The conditions included:

- 11B South Crescent A proposal for 11B South Crescent, Canning Town, involved the demolition of all buildings and structures and the construction of a new building for flexible industrial uses. The proposed building would accommodate B2 general industrial, B8 storage and distribution, and E(g)(iii) light industrial uses, with ancillary office space, a service yard, access point, car parking, and landscaping.

- 46 Clova Road A planning application concerning 46 Clova Road, Forest Gate, sought permission for a change of use to supported accommodation (Use Class C2). The proposal included a new soil and vent stack, a new flat roof to the flank bay, and facade alterations to facilitate a new fire escape route.
The officer recommendation was to approve the application, subject to conditions.

The plan was to erect a four-storey replacement building attached to Cardamom Court, providing 34 extra care units (Use Class C3) and replacing 3 existing extra care units (Use Class C3), with associated landscaping and communal spaces.

- Greenleafe Hotel, 361 - 363 Romford Road A planning application concerning the Greenleafe Hotel, 361 - 363 Romford Road, Forest Gate, proposed the development of the hotel to accommodate 22 additional rooms, increasing the total from 43 to 65. The proposal included one-storey and two-storey rear extensions, external and internal alteration works to the existing building, and associated landscaping works. The application site is located within the Woodgrange Estate Conservation Area[^3].
