The Planning and Regulation Committee are scheduled to meet to discuss traffic regulation orders for several Lincolnshire towns, and two county matter applications relating to developments in Lincoln and South Thoresby. The committee will be asked to make recommendations to the Executive Councillor for Highways and Transport on the traffic regulation orders. The Lindum Group Ltd and The Corporate Body of the Cathedral Church are seeking outline planning permission for residential development at Cathedral Quarry, East of Riseholme Road, Lincoln. GBM Waste Management are seeking planning permission for reprofiling of land and to vary conditions relating to the restoration profile at South Thoresby Quarry, Greenfield Lane, South Thoresby.
County Matter Applications
Two planning applications relating to the working and restoration of South Thoresby Quarry are scheduled to be discussed.
One application seeks permission for reprofiling of land (part retrospective)
. According to the report pack, this application seeks a small extension (0.81ha) to an existing planning permission. It is not proposed that any mineral extraction would take place. The area within the application boundary is a previously restored historic fines tip and the proposal seeks to regularise works already undertaken to increase the batter of the chalk face to an acceptable gradient to ensure stability.
The other application seeks to vary conditions relating to the restoration profile of the quarry to ensure the safety of historic chalk faces and associated minor updates to the approved scheme of restoration landscaping. The report pack states that this application follows a geotechnical assessment of the historic quarry faces, which concluded that there has been slippage to the quarry faces and considers that it is likely that this would lead to larger scale instability over time. The applicant has considered options to remediate the geotechnical issues, including backfilling material against the faces to prevent further weathering. In addition to the existing future quarry fines and previous consent for soil importation, the applicant estimates that an additional 81,000m3 of material is required to be imported to the site to achieve the proposed restoration profile.
Outline planning permission is being sought for residential development of up to 70 dwellings with associated infrastructure at Cathedral Quarry, East of Riseholme Road, Lincoln. The application is made by The Lindum Group Ltd and The Corporate Body of the Cathedral Church. The key issues for discussion are expected to be the principle of the development; the impacts on nature conservation, the importation of materials to the site to raise land levels, the presence of trees protected by a Tree Preservation Order, highways and access, protection of existing and future amenities, housing mix and affordable housing, flood risk and drainage, the presence of a listed building in the vicinity of the site, minerals safeguarding, sustainability, and open space, sports and leisure facilities.
The application site is allocated for residential development for approximately 70 dwellings in the Central Lincolnshire Local Plan (2023). Part of the application site is safeguarded in the Lincolnshire Minerals and Waste Local Plan Core Strategy and Development Management Policies (2016) for Lincoln Stone.
Traffic Items
The committee will be asked to make recommendations to the Executive Councillor for Highways and Transport regarding proposed traffic regulation orders in four locations.
B1188 Digby to Ruskington
The committee will consider an objection to proposed speed limit reductions on the B1188 between Digby and Ruskington. The existing speed limits along the B1188 between Digby and Ruskington alternate between 40 and 50mph. The report pack states that one objection has been received to these proposals, on the basis that they do not reflect the needs of the community in the surrounding area and that safety would be improved by alternative measures such as off road cycle facilities rather than by a reduction in speed limit.
Gainsborough, Sandars Road
The committee will consider objections to proposed waiting restrictions and bus stop clearways on Sandars Road, Gainsborough. Sandars Road forms one of the main distributor routes through Heapham Road Industrial Estate, Gainsborough, and serves many businesses which operate both day and night. The report pack states that three objections have been received to these proposals. The overriding concerns are the loss of on street parking available for staff and potential restrictions on loading and unloading from vehicles.
North Hykeham, Tiber Road
The committee will consider objections to proposed waiting restrictions on Tiber Road, North Hykeham. Tiber Road is the main distributor road serving the large area of residential development between Newark Road and Mill Road and carries a high volume of traffic. The report pack states that five objections have been received to these proposals. The main concern relates to the loss of on street parking for residents and their visitors and that displaced vehicles will cause congestion and obstruction elsewhere in the estate.
Skegness, Richmond Drive
The committee will consider an objection to proposed waiting restrictions and mandatory school keep clear markings on Richmond Drive, Skegness. The report pack states that a request has been received from the local Member for an investigation into possible measures to manage on street parking in the vicinity of The Richmond Primary Academy. The report pack also states that one objection has been received to these proposals, with concerns raised that dropping off and picking up children will be made much more onerous in terms of child safety and convenience for parents and will therefore have a negative impact on families, children's safety and overall traffic flow in the area.
