Summary
The Licensing Committee was scheduled to meet to discuss street designation orders and street trading licences, as well as minutes from previous meetings. The committee was to consider whether to designate two sites for street trading and grant licences for those sites. They were also scheduled to discuss a motion to exclude the press and public from the meeting for certain items.
Street Designation Orders
The committee was scheduled to consider applications for street designation orders under the London Local Authorities Act 1990 for two locations. The Act provides a legislative framework to control street trading. Licensed street trading may only take place in streets or parts of streets which have been formally designated as licence streets
. The committee was to determine whether to designate the sites and then whether to grant a street trading licence to each site.
Allders Parade
The committee was to consider an application from Mr Steve Johnson for Allders Parade 2-28 North End, Croydon, CR0 1UB. The application sought to designate a trading area with a length of 80 metres, a width of 3 metres and a height of 2 metres. The proposed times of trading were Monday to Saturday, 8:00 am to 9:00 pm, and Sunday, 9:00 am to 6:00 pm, for the display of external seating and planters, plants and flowers.
The report pack noted that there were six distinct new retail units that had recently opened on this parade. It also stated that the measurements of the display area would allow for the required 2 metre clear distance between the edge of the display and the kerb, which is a requirement for roads maintained by Croydon Council.
The application was advertised in the Croydon Guardian, and no comments or objections had been received. The Police Licensing Officer, Food Safety Team, Planning, Highways and Parking Services were invited to comment on this application, but no comments had been received. An enforcement officer had checked and agreed the measurements during a site visit, and a temporary licence was in place for this application.
Caithness Walk and Lansdowne Road
The committee was also scheduled to discuss an application from Aminullah Gholam for the junction of Caithness Walk and Lansdowne Road, East Croydon, CR9 1DX. This was for a mobile vehicle/trailer with approximate dimensions of 3 metres in length and 2 metres in width, to trade between 9:00 am and 9:00 pm, selling street food.
The report pack stated that the applicant was willing to trade on any part of this area for the trailer dimension 3m x 2m or wherever it provides 2 metre clearance for pedestrians. It also noted that there was one existing street trading display in the immediate area of this application.
The Council's Spatial Planning/Highways Division provided comments on the application, raising concerns that the introduction of an additional mobile unit would directly conflict with the objectives and design of the Dingwall Road Town Centre Priority Project1. They stated that the redesigned roundabout will substantially enhance the public realm at its four corners, creating a strategic stepping stone
between the East Croydon station bridge, Caithness Walk, the new Lansdowne Way crossing, and the shopping heart of North End via the Whitgift Centre.
Key concerns included:
- Fundamental lack of space in the pending new layout/ conflict with thoroughfare and accessibility
- Conflict with the placement of new seating and flood alleviation SuDS2 features
- Encroachment on existing tree canopy and permeable surface zones
- Disruption to the openness and spatial quality of the new public realm
- Obstruction of key sightlines across the roundabout, undermining legibility and visual coherence
- Potential CCTV and security implications
- Lack of due consideration of the public realm here and its intended 'offer'

The minutes from the Licensing Committee meeting on 7 July 2025, include discussion of the London Local Authorities Act 1990 – Application for Street Designation Order x 3, where the committee resolved to:
- Designate the site detailed at Appendix A for the purposes of street trading.
- Grant a street trading licence to the site.

The minutes from the Licensing Sub-Committee meeting on 10 July 2025, include discussion of the determination of a Personal Licence following the issue of a civil penalty for a relevant offence. The Sub-Committee resolved that they were minded to suspend the personal licence rather than revoke the licence.
The minutes from the Licensing Sub-Committee meeting on 12 September 2025, include discussion of the determination of Personal Licence following an immigration penalty for a relevant offence. The Sub-Committee resolved that the personal licence of Mr N S be suspended for the period of 1 Month.
The minutes from the Licensing Sub-Committee meeting on 23 September 2025, include discussion of an application for a Premises Licence at 36 Brigstock Road, Thornton Heath, CR7 8RX. Graham Mitchell, an objecting party, advised that his representations were firmly based on the protections offered by Croydon's cumulative impact assessment3, which applied to this area. Gill Sherratt, the applicant's representative, advised that Mr Patel had had a licence under the old justice system which was authorised by the Magistrates Court pre-2005, and he has had several shops since then, including premises in Bermondsey, Peckham which were very challenging areas.
The minutes also include discussion of an application for a Premises Licence at Addington Palace Golf Club House, Gravel Hill, CR0 5BB.
The minutes from the Licensing Sub-Committee meeting on 10 November 2025, include discussion of an application for a Premises Licence at Wandle Park Cafe, Wandle Park, Cornwall Road, CR0 3HD. The Sub-Committee resolved to grant the application on the basis that they were satisfied that it would be appropriate to promote the licensing objectives to do so.
