Good Day Lounge, 801 Lea Bridge Road, Walthamstow, E17 9DS
The sub-committee agreed to grant the application for a premises licence for Good Day Lounge, located at 801 Lea Bridge Road, Walthamstow, E17 9DS. The application, submitted by Kole Dodaj, sought permission for the sale of alcohol (both on and off the premises) from 11:00 to 22:00, Monday to Sunday, and for the premises to be open to the public from 06:00 to 22:00, Monday to Sunday.
During the consultation period, two representations were received from local residents, based on concerns regarding the prevention of public nuisance and the prevention of crime and disorder. In response to concerns raised by the licensing team, the applicant agreed to a condition that alcohol sold for consumption off the premises shall be provided in sealed containers only
.
The Non Cabinet Report - Good Day Lounge presented to the sub-committee outlined the following considerations:
- Licensing Objectives: The report detailed general principles for licence conditions, emphasising that they must be appropriate for promoting the licensing objectives, precise, enforceable, and tailored to the individual premises.
- Mandatory Conditions: The report referred to mandatory conditions applicable to all premises licences, including stipulations regarding the supply of alcohol, exhibition of films, door supervision, age verification policy, and permitted pricing.
- Background Information: The report noted the representations received from local residents, based on the grounds of the prevention of public nuisance and the prevention of crime and disorder, and the agreement of the applicant to the additional condition regarding the sale of alcohol in sealed containers.
- Legal Implications: The report referenced the council's statement of licensing policy, which is written with due regard to the Guidance issued under section 182 of the Licensing Act 2003. The policy states that the council will promote the four licensing objectives, each of which is considered to have equal importance and that each application will be considered on its own individual merits.
- Equalities and Diversity: The report stated that in making its decision the council must also have regard to its public sector equality duty2 (PSED) under s.149 of the Equalities Act.
The Decisions 25th-Nov-2025 10.00 Licensing Act 2003 Sub-Committee document confirms that the sub-committee decided to grant the application in full, considering this decision to be appropriate for the promotion of the licensing objectives.
Other Matters Discussed
- Procedure at Licensing Sub-Committee: The committee reviewed the standard procedure for licensing sub-committee hearings, as detailed in the Procedure for New Applications Variations document. This includes introductions, outlining of procedures by the committee lawyer, presentation of the report by the licensing officer, and opportunities for all parties to present their case and ask questions.
- Exclusion of Press and Public: The committee considered whether to exclude the press and public from the meeting, in accordance with Section 100(A) of the Local Government Act, as amended. This was considered on the grounds that representations made at the hearing may involve the disclosure of exempt information, as defined in paragraphs 1 or 7 of Schedule 12A to the Act, including information relating to individuals or information related to the prevention, investigation, or prosecution of crime.
