Several residential development proposals are scheduled to be discussed:

• Land West, Lyth Hill Road: A hybrid planning application for 108 dwellings and 4 self-build plots is up for discussion. This application was previously deferred to address concerns about site density, open space, and the impact on local services. The report pack includes additional information, such as revised site layout drawings, landscaping plans, and a density assessment statement. Bayston Hill Parish Council continues to object to the development, raising concerns about density, loss of agricultural land[^2], and light pollution. • Land Adjacent to Cloverfield, Chester Road, Whitchurch: An outline application for a proposed residential development. The Planning Services Manager and Principal Planning Officer, in consultation with the Committee Vice Chair, determined that this application should be considered by the Planning Committee. Whitchurch Town Council objects to the proposed development. Their objection was unanimously agreed at a Full Town Council Meeting, following consideration of public comments, planning documentation, and other representations.
• Land East Of Shrewsbury Road, Hadnall: A proposal for the construction of 44 dwellings, public open space, and associated infrastructure. The Planning and Development Services Manager and Principal Planning Officers in consultation with the Northern Planning Committee Vice Chairman have taken the decision that the matters raised by this major planning application warrant committee consideration. Hadnall Parish Council has objected to this application.

Battery Energy Storage System

• Uffington: An application for the installation of a Battery Energy Storage System (BESS) and associated infrastructure is included in the report pack. Uffington Parish Council objects to the proposal, citing concerns about traffic, fire safety, and environmental impact. Councillor Brendan Mallon, the local member, also objects, raising concerns about safety risks and the lack of a comprehensive Environmental Impact Assessment.

House in Multiple Occupation

• 23 Cross Street, Oswestry: The committee will reconsider an application for the conversion of upper floors into a 6-bedroom House in Multiple Occupation (HMO). This application was previously refused due to concerns about over-intensification, lack of amenity space, and inadequate waste management.
