The Strategic Planning Committee of Barnet Council was scheduled to meet on 8 December 2025 at Hendon Town Hall. The agenda included a planning application for the redevelopment of the High Barnet Station Car Park, and a discussion of any urgent items raised by Councillor Nigel Young, the Chair of the Strategic Planning Committee.
High Barnet Station Car Park Redevelopment
The committee was scheduled to consider planning application 25/2671/FUL, submitted by Barratt London in partnership with Places for London, for the redevelopment of the High Barnet Station Car Park, Station Approach. The application proposed the:
Demolition of the existing buildings and structures and redevelopment of the site, comprising residential led development to provide 283 residential units (Use Class C3) and 567 sqm of flexible commercial space (Use Class E) at ground level, within 5 buildings ranging in height from 5 to 11 storeys (Buildings A - B between 6 and 11 storeys, Buildings C – D between 5 and 7 storeys, Building E at 8 storeys) together with residents cycle parking and accessible car parking spaces, landscaping and residents external amenity spaces, plus public realm and access improvements to: Barnet Hill including new pedestrian route and crossings, High Barnet station forecourt including non residential cycle parking and accessible car parking spaces, station approach including 9 short stay parking bays, and to sloped pedestrian woodland approach located at the north of the site, and associated works.
The planning officer's report, included in the public reports pack, recommended that planning permission be granted, subject to conditions and the completion of a Section 106 agreement1, and subject to referral to the Mayor of London. The report noted that the application was within one or more of the categories which must be referred to the Mayor of London under the Town and Country Planning (Mayor of London) Order 2008.
The report pack included a recommendation that delegated authority be granted to the Director of Planning and Building Control to make any alterations, additions, or deletions to the recommended heads of terms and/or recommended conditions as set out in this report and to further delegate this power provided this authority shall be exercised in consultation with the Chair (or in their absence the Vice Chair) of Strategic Planning Committee or Planning Committee.
The report stated that the key issues in determining the application included consideration of the proposed building heights and the loss of the station car park.

- Monitoring of Legal Agreement
The report noted that the application had been subject to extensive pre-application engagement and public consultation, and that while objections focused on height, character, and parking loss, the scheme had been reviewed by statutory consultees and technical specialists who confirmed that all material planning considerations were satisfactorily addressed subject to recommended planning conditions, Section 106 obligations and/or Highways Agreements pursuant to Section 278/38 of the Highways Act.
