Summary
The Licensing Sub-Committee is scheduled to convene to consider a licensing application and other procedural items. Councillor Rob O`Carroll, Vice-Chair, is expected to chair the meeting. The main item to be discussed is a variation application for KFC, 21-23 Kew Road.
KFC, 21-23 Kew Road, Richmond
The sub-committee is scheduled to consider an application to vary a premises licence for the KFC restaurant on Kew Road. The variation application seeks to extend the hours for late night refreshment on Friday and Saturday. Currently, the restaurant is licensed to provide late night refreshment until midnight on Fridays and 1am on Saturdays. The applicant, CM Restaurants Ltd, is requesting to extend the Friday hours to 1am, matching the Saturday hours. According to the officer's report, two representations from local resident associations have been received, objecting to the application. The report notes that the premises is located within the Cumulative Impact Area for Richmond Town Centre, and that the licensing authority considers that granting further licences in this area could be inconsistent with its duty to promote the licensing objectives1. The sub-committee is asked to consider whether to grant the application with or without conditions, grant it in part, or refuse it.
The existing premises licence shows the current licensable activities and hours:
- Late Night Refreshment: Friday 23:00 to 00:00, Saturday 23:00 to 01:00
- Opening hours: Sunday to Thursday 11:00 to 23:00, Friday 11:00 to 00:00, Saturday 11:00 to 01:00
The proposed conditions attached to the licence are those already in force, and there are no proposed changes. These relate to matters such as:
- No eating facilities inside the premises
- Fire safety
- First aid provision
- Litter control
- CCTV
- Staff training
- Notices requesting customers to be quiet and dispose of litter responsibly
- Security Industry Authority (SIA) registered door staff at certain times
The representations received from the Friends of Richmond Green and The Richmond Society raise concerns about the impact of the extended hours on the licensing objectives, particularly the prevention of crime and disorder and the prevention of public nuisance.
Peter Willan, writing on behalf of the Friends of Richmond Green, states:
We are opposed to the grant of an additional hour on Fridays to 1am (Saturday morning) for opening and LNR at KFC due to the risks to the Richmond Cumulative Impact Policy (CIP) and the four licensing objectives.
The Richmond Society also raised concerns about potential increases in anti-social behaviour and littering, referencing a MAKE Associates report that identified the station area as a hotspot for public nuisance.
Other Items
The sub-committee will also note the procedure to be followed for the hearing, and approve the minutes of the meeting held on 13 November 2025. The minutes include a decision notice regarding AK Pizza London Ltd T/A Caprinos, located at 160 Upper Richmond Road West, East Sheen.
