The Sub-Committee is asked to consider whether the applicant can demonstrate that there will be no adverse effect on the cumulative impact.

Minutes of the Previous Meeting

The Licensing Sub-Committee will consider the minutes of the meeting held on 13 November 2025. The previous meeting included discussion of an application for a new premises licence for AK Pizza London Ltd T/A Caprinos, located at 160 Upper Richmond Road West, East Sheen. After careful consideration of all written and oral evidence presented, the Sub-Committee agreed to grant the licence with conditions.


  1. A Cumulative Impact Zone (CIZ) is an area where the concentration of licensed premises is believed to be having a negative impact on the local community. In such zones, there is a rebuttable presumption that new applications for licences, or variations to existing licences, will be refused if relevant representations are received. 

  2. The four licensing objectives are: the prevention of crime and disorder; public safety; the prevention of public nuisance; and the protection of children from harm. 

  3. The Cumulative Impact Policy (CIP) is a policy adopted by licensing authorities to manage the cumulative impact of licensed premises in a specific area. It creates a rebuttable presumption that new applications for licences, or variations to existing licences, will be refused if relevant representations are received.
