The board approved recommendations for all items, moving forward with tendering and contract awards.

Hackney Estate Parcel Locker Deployment Project

The Hackney Procurement Board approved recommendations to secure a concession contract for a single delivery partner for the Hackney Estate Parcel Locker Deployment Project. This project aims to install, operate, and maintain parcel lockers on council-owned housing estates and related sites.

The board approved the full deployment approach, which allows for a phased implementation starting with a small-scale pilot. The project is considered a spend-to-save investment with potential annual income for the council estimated between £300,000 and £500,000, and an estimated concession value of £3 million to £5 million over the 10-year contract term. The initial term is planned for four years, followed by two-year extensions. The contract will include break clauses for the council's convenience, likely with 24 months' notice after the initial term, and immediate termination for cause or breach.

The board also approved the use of social media to generate market interest in the project.

Hackney Schools Cleaning Framework

The Hackney Procurement Board agreed to commence a tender exercise for a cleaning services framework for schools and children's centres within Hackney. The framework will have a term of four years, with an initial two-year period and the option to extend for two additional years in annual increments. The total value of the framework is estimated at a maximum of £6 million, and a single provider will be appointed to deliver the services.

The framework aims to provide value for money for schools through economies of scale and reduce the administrative burden on individual schools. It also seeks to improve working conditions for locally employed workers, ensure payment of the London Living Wage, and embed social value and sustainability outcomes within the contract.

The framework aligns with the Mayor's Manifesto pledge for a bright future for every child and young person .

The board considered several alternative options, including:

• Doing nothing: Rejected due to the potential disruption to schools that rely on the existing framework.
• Supporting schools to undertake individual procurements: Rejected as more resource-intensive and unable to achieve the same economies of scale.
• Calling off an existing framework: Rejected as it would limit schools to national suppliers and exclude smaller, local organisations.
• Multi-supplier framework: Rejected as impractical due to commercial viability concerns and duplication of existing frameworks.

The preferred option is a council-created single supplier framework, utilising the competitive flexible procedure of the Procurement Act. The council's Education Property Team is also developing an in-house cleaning service for schools as an alternative to the framework.

The framework will include mandatory and scored Key Performance Indicators (KPIs) related to cleaning standards, human resources, costs, problem management, health and safety, and sustainability.

Support and Hosting of the Mosaic Social Care System

The Hackney Procurement Board approved the direct award to Supplier A for the support and hosting services for the Mosaic Social Care system, using the YPO Framework¹, for a contractual term of three years, with an optional extension of up to two additional years at the council's discretion.
