The Licensing Sub Committee E of Hackney Council scheduled a meeting to address licensing concerns in the borough. The agenda included reviewing minutes from a previous meeting and considering applications to vary premises licences for two businesses on Kingsland High Street. The committee was also expected to discuss standard procedures for temporary event notices.

Minutes from Previous Meeting
The councillors were scheduled to review the minutes from the Licensing Sub-Committee E meeting held on 18 November 2025.
Licensing Sub-Committee Hearing Procedure
The councillors were scheduled to note the hearing procedure for licensing sub-committee hearings under the Licensing Act 2003.
Local Supermarket, 140-142 Kingsland High Street
An application was made by Mr Hasan Cevik to vary the premises licence for Local Supermarket to extend the hours for the supply of alcohol for consumption off the premises to align with the premises' closing hours. The proposed variation was to extend the hours as follows:
- Monday to Sunday: 08:00 to 00:00
According to the LSC 11 Dec 2025 Variation Report -140-142 Kingsland High Street, the applicant did not propose additional measures to address the licensing objectives1.
Four representations from local residents were received, citing concerns regarding:
- Prevention of Crime and Disorder
- Public Safety
- The Prevention of Public Nuisance
- The Protection of Children from Harm
The Licensing Sub-Committee was asked to consider Hackney Council's Statement of Licensing Policy, specifically policies LP1 (General Principles), LP2 (Licensing Objectives), LP3 (Core Hours), and LP4 (Off Sales of Alcohol).
The Senior Licensing Officer, Sanaria Hussain, did not suggest additional conditions to be applied to the licence if the Sub-Committee was minded to approve the application.
DNA Bistro, 101 Kingsland High Street
An application was made to vary the premises licence for DNA Bistro to extend the hours for the supply of alcohol and to include plays, films, live music, recorded music, performance of dance, and late night refreshment from Monday to Sunday.
The proposed variations were:
- Plays (indoors): Monday to Sunday, 16:00 - 02:00
- Films (indoors): Monday to Sunday, 16:00 - 02:00
- Live Music (indoors): Monday to Sunday, 16:00 - 02:00
- Recorded Music (indoors): Monday to Sunday, 16:00 - 02:00
- Performances of Dance (indoors): Monday to Sunday, 16:00 - 02:00
- Late Night Refreshment (indoors): Monday to Sunday, 23:00 - 02:00
- Supply of Alcohol (on premises): Monday to Sunday, 11:00 - 02:00
- Hours premises are open to the public: Monday to Sunday, 07:30-02:00, Sunday 08:30-02:00

Representations were received from:
- Environmental Health Authority (Environmental Enforcement)
- The Police
- The Licensing Authority
- One local resident
The Environmental Health Authority (Environmental Enforcement) raised concerns regarding the prevention of public nuisance and suggested licence conditions in respect of waste disposal.
The Police raised concerns regarding the prevention of crime and disorder and the prevention of public nuisance. The police suggested amended times and an additional condition:
SIA door supervisors shall be employed on an operational risk assessment basis. If employed they should enter their full details in a register at the commencement of their work, to include full name, address and contact telephone number, SIA registration number and the hours they started and concluded working. This register will be made available to police or authorised officers immediately upon request.
The Licensing Authority noted that the hours sought in the application extended beyond the council's LP3 Core Hours policy. They also raised concerns about potential noise and asked what steps the applicant had taken to mitigate any potential noise outbreak.
One local resident raised concerns that the premises were in a highly residential area and that the licence would generate anti-social behaviour and break all the council's four licensing objectives.
The Senior Licensing Officer, Sanaria Hussain, suggested additional conditions to be applied to the licence if the Sub-Committee was minded to approve the application, including mandatory conditions for the exhibition of films and door supervision.

The committee was scheduled to discuss temporary event notices as a standing item.
