The Licensing Sub Committee of Tower Hamlets Council is scheduled to convene to consider new premises licence applications and an extension of a decision deadline. Three applications for new premises licences will be discussed, with representations made by the Metropolitan Police Service and Environmental Protection regarding two of the applications.
Licensing Applications
The sub committee is scheduled to consider three applications for new premises licences:
- House of Gods Hotel, 12 Bank Street, London, E14 4JB.
- Amazing Grace, 12 Bank Street, London, E14 4JB.
- Istanbul Burger & Kebab, Remus Road, London E3 2NF.
For each application, the report pack includes copies of the application, the existing licence (where applicable), photographs of the venue and vicinity, site plans, maps, details of nearby licensed venues, and representations from responsible authorities.
House of Gods Hotel
Gold Box CW Ltd has applied for a new premises licence for the House of Gods Hotel, Ground, 2nd, 3rd Fourth & 5th Floors, 12 Bank Street, London, E14 4JB. The applicant describes the premises as:
new stand-alone premises licence for the House of Gods Hotel in respect of the Ground, Second, Third, Fourth and Fifth Floors on materially the same terms as existing premises licence reference 170313.
The report pack notes that the application follows pre-application consultation with the Licensing Authority, the Metropolitan Police Service, and the Environmental Health Office.
The licensable activities and timings applied for include:
- The sale by retail of alcohol (on and off sales)
- Monday to Saturday, from 07:00 to 03:00 the following day
- Sunday, from 07:00 to 01:00 the following day
- The provision of late night refreshment - Indoors
- Monday to Saturday, from 23:00 to 03:00 the following day
- Sunday, from 23:00 to 01:00 the following day
- The provision of regulated entertainment (Indoors) including plays, films, live music, recorded music, performance of dance and anything of a similar description
- Monday to Saturday, from 07:00 to 03:00 the following day
- Sunday, from 07:00 to 01:00 the following day
- Hours premises is open to the public:
- Monday to Saturday, from 07:00 to 03:30 the following day
- Sunday, from 07:00 to 01:30 the following day
The report pack notes that Environmental Protection and the Metropolitan Police Service have submitted representations against the application, stating that the applicant has not adequately explained how they will meet the licensing objectives of preventing crime and disorder and preventing public nuisance.
Amazing Grace
Amazing Grace Canary Wharf Ltd has applied for a new premises licence for Amazing Grace, Ground & Mezzanine Floor, 12 Bank Street, London, E14 4JB. The applicant describes the premises as:
new stand-alone premises licence for the ground floor and mezzanine of the hotel building on materially the same terms as existing premises licence reference 170313.
The licensable activities and timings applied for include:
- The sale by retail of alcohol (on and off sales)
- Monday to Saturday, from 07:00 to 03:00 the following day
- Sunday, from 07:00 to 01:00 the following day
- The provision of late night refreshment - Indoors
- Monday to Saturday, from 23:00 to 03:00 the following day

Istanbul Burger & Kebab
Hasan Akan, Istanbul Burger & Kebab Ltd, has applied for a new premises licence for Istanbul Burger & Kebab, Remus Road, London E3 2NF, describing the premises as a Restaurant and fast food establishment operating as takeaway and dine in facility

The licensable activities and timings applied for include:
- The provision of late-night refreshment – Indoors
- Monday - Sunday, from 23:00 to 01:30
- Hours premises is open to the public:
- Monday - Sunday, from 11:30 to 01:30
The report pack notes that the Licensing Authority, Environmental Protection, Health & Safety, and residents have submitted representations against the application.
The Licensing Authority representation states that the application is confusing, as it describes the premises as having both takeaway and dine-in facilities, but the applicant has stated that there is no seating inside the trailer and only outdoor seating. The representation also notes that the police informed the Licensing Authority that staff had said that a container was being used by the applicant, which could explain the different plans submitted.
Environmental Protection's representation states that there is insufficient information in the operating schedule to show how the applicant will promote the licensing objective for the prevention of public nuisance. It also notes that the hours applied for are beyond the council's framework hours1.
Geraldine O'Grady, Principal Environmental Health Officer, has submitted a representation against the application on the grounds of public safety, stating that the representation can be withdrawn if the applicant provides evidence that Tower Hamlets Building Control has been notified of the construction and that the structure has been surveyed by a competent person and found to be safe.
Residents have raised concerns including light nuisance, noise and anti-social behaviour, and smell and environmental impact.
Other Matters
The sub committee may be asked to extend the decision deadline for applications to be considered at future meetings due to the number of applications requiring a hearing.
