The Bromley Council Plans Sub-Committee No. 1 met on Thursday 11 December 2025, and approved applications for building works at Spring Lodge, Elizabeth Way, Orpington; 12 Crossley Close, Biggin Hill; 21 Lynwood Grove, Orpington; 23 Oakfield Lane, Keston; and 153-155 High Street, Penge. A decision on an application concerning 7 Jail Lane, Biggin Hill was deferred.

The committee considered several planning applications, and made the following decisions:

(25/03065/HPA) 21 Lynwood Grove, Orpington - The application was approved. This application concerned a property in the Petts Wood and Knoll ward.
(25/03289/FPA) Spring Lodge, Elizabeth Way, Orpington - The application was approved. This application concerned a property in the St Mary Cray ward.
(25/03290/FPA) 12 Crossley Close, Biggin Hill - The application was approved. This application concerned a property in the Biggin Hill ward.
(25/04236/HPA) 23 Oakfield Lane, Keston - The application was approved. This application concerned a property in the Hayes and Coney Hall ward.
(25/04904/LDC) 7 Jail Lane, Biggin Hill - A decision on the application was deferred. This application concerned a property in the Biggin Hill ward.
Declarations of Interest
Councillor Alexa Michael, Chairman, Development Control Committee, and Councillor Colin Hitchins, Vice-Chairman, General Purposes & Licensing Committee, declared that they knew the objecting speaker on agenda item 4.1, concerning 23 Oakfield Lane, Keston. Councillor Shaun Slator, Chairman, Plans Sub-Committee No. 1 & Vice-Chairman, Executive, Resources and Contracts PDS Committee, declared that he was a Trustee of Cray Valley Memorial Hall, which owns the neighbouring building to Spring Lodge, Elizabeth Way, Orpington, which was being discussed in item 4.3.
