The Culture and Environment Scrutiny Committee are scheduled to meet to discuss the Climate Action Plan 2026-2030, receive an update on the Camden Transport Strategy, and hear from the Cabinet Member for Planning and a Sustainable Camden. They will also discuss their work programme for the 2025/26 municipal year.

Climate Action Plan 2026-2030

The committee will be presented with the Climate Action Plan 2026-30 for consideration. The report pack states that the plan builds on the previous Climate Action Plan 2020-25 and Climate Adaptation and Resilience Plan 2023-25. It aims to tackle the climate crisis and build resilience to its impacts, whilst also reducing social, economic and health inequalities.

According to the report pack, the plan is the result of an extensive public engagement exercise that continued the approach established by Camden's 2019 Citizens' Assembly on the climate crisis, which placed citizens at the heart of the policy design and decision making.

The report pack says that the Climate Action Plan 2026-30 responds to the engagement and consultation process by designing outcomes and actions around seven priority areas. It also summarises the consultation, which the report pack says concluded with strong support for the new Climate Action Plan.

The report pack highlights the council's role as a leader and enabler of climate action, recognising that while the council has control over one-third of borough-wide emissions, it can create the enabling conditions for environmentally sustainable investment and growth in Camden that supports our zero-carbon ambition whilst protecting those most vulnerable to the impacts of the climate crisis.

The report pack also includes the 2023-24 Annual Review of the Climate Action Plan 2020-25, which was deferred from a previous meeting of the committee.

Camden Transport Strategy Annual Update (2025)

The committee will receive an annual update on the Camden Transport Strategy (CTS).¹ The CTS was adopted by the council in April 2019, and a new three-year delivery plan covers the period 2025/26 to 2027/28.

The report pack summarises progress and challenges in delivering that plan in 2025, and highlights the main activities scheduled for 2026. It also includes an assessment of the extent to which the council is meeting targets set out in the CTS, and risks/mitigations to future progress.

Annual Report of the Cabinet Member for Planning and a Sustainable Camden

The Cabinet Member for Planning and a Sustainable Camden, is scheduled to provide the Culture and Environment Scrutiny Committee with his annual report for discussion.
