The current premises licence, granted on 25 March 2014, allowed for the sale of alcohol (off the premises) between 11:00 and 01:00 from Monday to Thursday, 11:00 and 02:00 on Friday and Saturday, and 11:00 to 01:00 on Sunday. There were no restrictions on the opening hours of the premises.

During the consultation period, the council received representations from:

  • Two individual representors supporting the review
  • One individual representor opposing the review
  • One representation in support of the review from the police

The LSC Report Retail24 detailed the enforcement history of the premises:

  • 6 September 2019 Late night monitoring and inspections were conducted by the Licensing Authority following receipt of a review, but no issues were identified.
  • 7 November 2019 As above, but no issues were identified.
  • 19 May 2022 A licensing inspection and risk assessment were conducted by the Licensing Authority, and breaches of licensing conditions 9, 10, 13, 14, 15, 18 and 19 were identified. A warning letter was issued.
  • 13 September 2022 A licensing inspection and risk assessment were conducted by the Licensing Authority, and breaches of conditions 7, 13, 14 and 15 were identified. A warning letter was issued.
  • 29 September 2023 A complaint was received regarding selling Nitrous Oxide capsules during the Notting Hill Carnival. No further action was taken by Licensing or Police.
  • 10 July 2024 A complaint was received about groups of youths gathering outside the premises causing anti-social behaviour and underage alcohol sales taking place. An investigation was ongoing.
  • 26 August 2024 A referral was made by the Law Enforcement Team (LET) stating they were receiving frequent complaints from residents regarding the location, including anti-social behaviour, drugs, loud music and a dog attack. An investigation was ongoing.
  • 27 August 2024 A referral was made by the Law Enforcement Team (LET) stating the premises was selling Nitrous Oxide balloons. An investigation was ongoing.
  • 13 September 2024 A referral was made by Police that the premises was selling drug paraphernalia for the use of drug taking. An investigation was ongoing.
  • 23 May 2025 The premises failed a test purchase by selling alcohol before their permitted hours (that being 11.00am), which was aggravated by the fact that the sale was a single bottle of alcohol (in breach of the condition around minimum of 2 cans or bottles). The sole staff member believed it was 10.00am, having worked there for 3 years. The Premises Licence Conditions require a Personal Licence Holder to be onsite at all times, however the staff member did not possess a Personal Licence. The Licensing Officer was also unable to view/check CCTV or access the equipment as the system was in a locked office. Over (permitted) strength beer, cider and lagers were also on sale outside of the permitted hours for the 'Sale of Alcohol'. In addition as per Licensing Conditions 22-24 the lockable tamperproof shutters were not closed following the terminal hour for the 'Sale of Alcohol'. The staff member was unable to provide a copy of the Premises Licence. An investigation was ongoing.

A statement from William Masini, a Trading Standards and Licensing Enforcement Officer, provided additional evidence in support of the review. On 24 September 2025, Masini visited the premises and witnessed a group of males smoking cannabis outside the shop, and a strong smell of cannabis inside. He also noted that staff were not preventing this activity. Neither of the workers present held a personal licence2, and they stated that the premises licence holder, Mr Kamran Raza, was having a break for food. Masini also observed breaches of the condition to only sell alcohol in a minimum of two bottles or cans, and that strong beer and cider above 5.5% ABV was on sale.

The Appendix 6 - Police Representation from PC Charlotte Bennett supported the application from Trading Standards and H&F Licensing to review the premises licence, based on the evidence provided and the large amount of breaches by the premises which was contributing to crime, disorder and public nuisance. Bennett stated that previous advice and recommendations did not appear to have been completed and the repeated complaints suggests that the premises has chosen not to comply and has not attempted to be responsible operators.

The committee decided to revoke the licence.

The White Horse - 1-3 Parsons Green, London, SW6 4UL

The committee considered an application for a new premises licence for The White Horse, located at 1-3 Parsons Green, submitted by Poppleston Allen Solicitors on behalf of Mitchells & Butlers Leisure Limited. The application requested:

  • The Sale of Alcohol (On and Off the Premises) Sunday to Thursday: 11:00 to 00:00, Friday and Saturday: 11:00 to 00:30
  • The Playing of Recorded Music (Indoors Only) Sunday to Thursday: 08:00 to 00:30, Friday and Saturday: 08:00 to 01:00
  • Late Night Refreshment (Indoors and Outdoors) Sunday to Thursday: 23:00 to 00:00, Friday and Saturday: 23:00 to 00:30
  • Hours Open to the Public: Sunday to Thursday: 08:00 to 00:30, Fridays and Saturday: 08:00 to 01:00

The applicant also proposed some changes in layout compared to the current premises licence, and the addition of an extra bar outside the premises located within the external seating area between the premises and the public highway.

The Licensing Section received three representations:

  • The Council's Noise Team
  • A representative of the Walham Green Ward Panel
  • A representative of the Barclay Road Conservation Area Neighbourhood Watch Group

Following discussions with the Police, the applicant agreed to adopt a revised set of conditions, which were a combination of conditions already on the current licence, within their new application form, as well as some additional conditions produced following the Police negotiations.

Supplementary Agenda Item A - Submissions and Supporting Statement on Behalf of the Applicant stated that the new licence application, which proposes some internal changes as well as an external bar, reflects Mitchells & Butlers Leisure Retail Limited's desire for the famous White Horse to continue serving its community for many years to come. It also stated that the fundamental nature of the pub will not change, and that the purpose of the external bar is to reduce congestion into and out of the pub building, alleviate waiting times and to aid supervision and monitoring of the outside area by the team operating the bar.

The Appendix 5 - Residential Representations Public included a letter from a representative of the Barclay Road Conservation Area Neighbourhood Watch Group, who wrote: We all enjoy this wonderful, historic and excellent public house in Fulham. We are patrons who are keen to protect this great community asset, historic and contemporary as it is, directly in our midst . However, the letter also raised concerns about the new conditions proposed, the potential for increased crime, and the impact of the external bar on public safety.

The Supplementary Agenda Item B - Representation Withdrawal Enviromental Health included an email from Christopher Sibanda, Environmental Protection Nuisance Investigator, who stated that having reviewed the management plan, on behalf of Environmental Public Protection team he was satisfied with Conditions 26 to 30 and hereby withdraw his objection.

The committee decided to grant the new premises licence.


  1. The four licensing objectives are the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. 

  2. A personal licence is required to authorise individuals to sell or supply alcohol, or authorise the sale or supply of alcohol, at a premises with a premises licence.
