The Surbiton Neighbourhood Committee met to discuss community safety, neighbourhood ranger activity, and a cycle route on Ewell Road. The committee received an update on community safety work in the last six months, and plans for the next six. A decision on the Ewell Road cycle route was deferred.
Ewell Road Cycle Route
The committee deferred a decision on making permanent an Experimental Traffic Management Order (ETMO) for the Ewell Road cycle route, specifically concerning a loading bay.
Owen Bentley, Project Manager of Cycle Waste Program, explained that the ETMO was implemented to amend parking, loading, and waiting restrictions on Ewell Road, following a decision by the Place Committee in March 2024. The changes aimed to improve the northbound cycleway between Langley Road and Oak Hill Crescent.
The ETMO retained a pre-existing loading bay outside 140-142 Ewell Road, but moved it from the road onto the cycleway. During the consultation period, the council received seven objections or partial objections to the loading bay, with concerns raised that it blocked the cycleway and forced cyclists into the road or pavement.
The council had proposed to revise the ETMO to restrict the loading bay operating hours to 10am to 4pm, keeping it free during peak times (7am to 10am and 4pm to 7pm), but the committee deferred making a decision.
Community Safety Update
The committee received an update on community safety work undertaken in the last six months, and plans for the next six.
The update covered:
- Anti-social behaviour
- Violence against women and girls
- Hate crime
According to the Community Safety Update, the council received 399 reports of anti-social behaviour (ASB) between September 2024 and October 2025, with the majority relating to Kingston and North Kingston, including Kingston town centre. The main types of ASB reported were neighbour disputes (116 reports), drugs (90 reports), ASB in public spaces (66 reports), and intimidation, harassment and verbal abuse (51 reports).
The council has adopted the 'ASB Pledge' and commissioned ASB Help to deliver 'Victim Impact Training' for professionals in Kingston.
The council co-produced a strategy with the Survivors Forum to address violence against women and girls (VAWG), with four priorities: support to survivors, children and young people, holding perpetrators to account, and ensuring VAWG is everyone's business. Kingston Council has also renewed its White Ribbon Accreditation1 and developed a White Ribbon Action Plan.
The council held an event on 5 November 2025 called Strength in Community: Challenging Hate Together
to combat hate crime. Stop Hate UK has been commissioned to provide a free 24/7 helpline, and training sessions are being held to raise awareness of how to support victims of hate crime.
Between April 2025 and October 2025, 1,751 community members attended training sessions and engagement activities organised by community safety.
The Community Safety Survey 2025/26 is live, and the council is encouraging residents, visitors, staff, and students aged 16 and over in Kingston to share their views on how safe they feel in the borough.
Neighbourhood Manager's Report
The committee noted the activities undertaken by the Neighbourhood Community Rangers in Surbiton during 2025.
According to the Neighbourhood Manager's Report, the Surbiton Neighbourhood Ranger undertook 1,036 tasks. 237 (22%) of these were the removal of small fly tips, 130 (12%) were graffiti removal and 125 (12%) were fly-poster removal.
