South West Wiltshire Area Board - Wednesday 10 December 2025 6.30 pm

The South West Wiltshire Area Board is scheduled to meet on Wednesday 10 December 2025 at Wilton Community Centre. The agenda includes updates from partner organisations such as Wiltshire Police, a presentation on Spurgeons Family Hubs, a discussion of area board priorities, and consideration of funding applications for community projects. The meeting will also cover local highways and footpaths improvements.
Area Board Funding
The Area Board is expected to consider several funding applications at the meeting. The SWW Area Board Grants - Wiltshire Council - 10.12.2025 report details the grant applications made to the South West Wiltshire Area Board, including community area grants, youth grants, and older and vulnerable people grants.
The available budget for each grant type is:
- Community Area Grant: £2,185
- Youth Grants: £11,903
- Older & Vulnerable People Grants: £4,590
The following applications are scheduled to be discussed:
- A Community Area Grant application from Broad Chalke Village Hall for £2,100 towards an electrical supply upgrade, with a total project cost of £5,760.
- A Youth Grant application from Tisbury Parish Council for £1,000 towards StarFest 2026, a week-long event celebrating dark skies and astronomy, with a focus on education and accessibility for all ages. The total cost of the event is £5,400.
- Two Youth Grant applications from Seeds4Success:
- £5,000 towards Open Access Youth Work delivery in South West Wiltshire, with a total project cost of £58,663.
- £5,000 towards S4S Youth Social Action Initiatives, with a total project cost of £53,187.
- An Older & Vulnerable Adults Funding application from Folio Theatre for £1,000 towards Creative Writing Workshops for over 65s in South West Wiltshire. The total cost of the project is £68,000. The workshops will support participants to develop monologues in response to World Wide Wiltshire, and the participants' monologues will then be professionally shot and broadcast online.
Police and Crime Updates
The meeting will include both verbal and written updates from Wiltshire Police. Verbal updates are expected from Police and Crime Commissioner Philip Wilkinson OBE, Inspector Lou Oakley of the Warminster Neighbourhood Policing Team (NPT), and Inspector Tina Osborn of the Salisbury NPT.
Written updates attached to the agenda include reports from the Warminster, Salisbury and Amesbury NPTs, a South West Wiltshire Road Safety Update, and a Violence Against Women and Girls (VAWG) quarterly update.
Inspector Lou Oakley's Warminster NPT update notes that retail crime, youth ASB and crime, and traveller community concerns in Mere are priorities for the local police area. The update also covers knife crime, rural crime, speeding and road safety.
The Police - Salisbury NPT update states that business crime, PSPO street drinkers, rural burglaries and rural crime are local priorities.
The Police - Amesbury NPT update notes that reports of hare coursing continue to be received in the area.
The Road Safety Update - SouthWestWiltshire_10122025 includes information on the #FATAL5 education campaign, drink driving, community road safety teams, traffic surveys, community speed enforcement officers and partnership working.
The Wiltshire Police - Violence Against Women and Girls quarterly report Autumn 2025 details work with the Ending VAWG Coalition Wiltshire (E-VAWG), stalking work, stalking training, Project Vigilant, Swindon Safe Spaces and MATAC1.
Family Hubs
Sam Lush, Community and Family Navigator, is scheduled to give a presentation regarding Spurgeons Family Hubs.
Area Board Priorities and Actions
A presentation is scheduled to be delivered on the board's priority actions. The Youth Partnership Forum Summary Oct 2025 provides a summary of discussions at the last youth partnership forum meeting, which offers additional context for the youth priority.
The key points discussed at the meeting included:
- Additions/amendments to the list of community groups.
- A new parent contact in Bishopstone and a meeting to discuss how to strengthen links with local schools, including Gillingham and Shaftesbury Secondaries.
- Adding Spurgeon's Family Hub contacts to the partnership list.
- An update on the Bishopstone, Broadchalke and Fovant Youth Collaboration Project.
- Ongoing consensus that, whilst Area Board funding is designated for 13+, funding, activities and engagement is needed for year 5+ in particular.
- Ongoing ambition to try to facilitate better transport support to/from village activities/provider activities/trips/other youth opportunities.
- Interest in exploring the mobile youth facility offered by Youth 4 Christ.
- Tisbury Parish Council, in partnership with National Landscapes, is organising a week long activities festival in March 2026, which will offer engagements for young people.
- A new idea was raised regarding movie nights, working where possible in collaboration with village moviola facilities and similar.
Local Highways and Footpaths Improvements Group
The meeting will note the minutes from the last Local Highways and Footpaths Improvements Group (LHFIG) meeting held on 26 November 2025, as set out in the SWW LHFIG - Note Tracker - November 2025 - LHFIG Version report. There are no funding recommendations to approve.

Family and Community Learning Impact Report 2024-2025
The Family and Community Learning Impact Report 2024-2025 highlights the impact of adult learning across Wiltshire. The report showcases how inclusive, community-centred education delivered in partnership with local organisations has empowered hundreds of residents to build confidence, develop essential skills, and take positive steps in their lives.
The report notes that in 2024–2025, 635 individual learners were supported across a range of online and face-to-face courses throughout Wiltshire—exceeding the target by 27%.
The report also details the objectives of the Family and Community Learning programme:
- Building confidence and motivation to re-engage with learning
- Developing skills for employment, training, or self-employment
- Improving digital, financial, and communication skills
- Equipping parents and carers to support their children's learning
- Enhancing health and social wellbeing
Wiltshire Children and Young People Health and Wellbeing Survey 2026
The Health and Wellbeing Survey 2026 is scheduled to run from 5 January to 6 February 2026. The survey is open to all educational settings in Wiltshire, including primary and secondary schools, special schools, further education colleges, independent schools, and alternative provision settings.
The primary goal is to capture the voice of children and young people, enabling services and schools to better understand their needs and experiences.
Wiltshire Youth Council Elections – February 2026
The Youth Council Elections 2026 - Briefing Note to Elected Members provides key information about the upcoming elections:
- Election Dates: 2nd–6th February 2026
- Target Group: Schools educating 11–17-year-olds
- Purpose: Elect Youth Councillors to represent young people and influence local decisions.
- Voting Method: Online platform + a survey on youth priorities (e.g. Health, Crime, Leisure, Transport).
The briefing note instructs councillors to contact their local secondary school and request participation, and ask schools to complete the sign up form by Friday 08 Dec 2025.
Local Highways and Footpaths Improvements Group
The meeting will note the minutes from the last LHFIG meeting held on 26 November 2025, as set out in the SWW LHFIG - Note Tracker - November 2025 - LHFIG Version report. There are no funding recommendations to approve.
