The Camden Council Planning Committee was scheduled to meet on 11 December 2025 to discuss several planning applications, including a hotel conversion on Judd Street, amendments to the Abbey Estate redevelopment, and a change of use for flats on Hampstead Road. The committee was to consider reports from the Executive Director Investment, Place and Opportunity, as well as any written submissions or deputations received.
Here's a summary of the key items on the agenda:
123 Judd Street Hotel Conversion
A report pack included a proposal for a partial change of use at 123 Judd Street, from a telephone exchange (Sui Generis1) to a hotel (Class C12), while retaining some telephone exchange functions. The plans also included an extension with green roofs and solar panels, external alterations, public realm improvements, and associated highway and access work. The planning officer, Ewan Campbell, recommended conditional planning permission, subject to a Section 106 legal agreement3. The supplementary agenda noted that objections had been received from Jon McLeod, and Trevor Shonfeld, of the Bloomsbury Residents Action Group (BRAG). The supplementary agenda also included a supplementary information report.
Abbey Estate Phase 3 Amendments
The committee was scheduled to consider a non-material amendment to vary conditions 2 and 27 of planning permission ref. 2022/2542/P for the Abbey Estate, 3 Abbey Road, a project involving the demolition and redevelopment of the Emminster and Hinstock blocks. The proposed amendment concerned changes to the affordable housing types. The planning officer, Joanne Clark, recommended granting the non-material amendment, subject to a deed of variation to the Shadow Section 106 Legal Agreement.
Cartmel, Coniston and Langdale - Change of Use
The Planning Committee was to look at a proposal (Application no: 2025/3893/P) for Cartmel, Coniston and Langdale, located on Hampstead Road, Harrington Street and Stanhope Street respectively. The application sought permission for a change of use of all flats (Class C3) to workspace use (Class E), as a meanwhile use for 5 years. The planning officer, John Nicholls, recommended granting conditional planning permission. The report pack stated that the applicant was Camden Council. The report pack also stated that Bow Arts, an arts and education charity and social enterprise, would manage the units.
Other Business
The agenda included standard items such as apologies for absence and declarations of interest. Councillor Heather Johnson was scheduled to chair the meeting, with Councillor Edmund Frondigoun as vice-chair. The agenda also allowed for any other business that the chair considered urgent.
