The Licensing Sub Committee E of Hackney Council is scheduled to convene on Wednesday, 17 December 2025, to address licensing matters. The agenda includes a hearing regarding temporary event notices, as well as procedural items. The meeting will be held remotely and live-streamed for public viewing.
Temporary Event Notices
The sub-committee is scheduled to consider matters related to temporary event notices (TENs). According to the agenda, a Licensing Sub-Committee hearing will be held if:
A Temporary Event Notice has been given and the Police and/or Environmental Protection have issued an objection.
The Public Reports Pack includes a guide detailing the procedure for Licensing Sub-Committee hearings under the Licensing Act 2003. The guide states that when deciding on an objection made against a TEN, the members will determine whether or not to issue a Counter Notice, which if issued will mean the proposed activities are not authorised. The Public Reports Pack also includes relevant extracts from Hackney's Statement of Licensing Policy 2023-2028, including LP8, which states that when considering an objection to a TEN the council will:
- Expect that any existing conditions will be maintained (where relevant) in circumstances where an event is to take place at a premises that has an existing authorisation.
- Assess any history of complaints as a result of licensable activity that may or may not have been authorised by a TEN.
- Consider the track record of the premises user
- Consider any other control measures proposed to mitigate the objection
The Public Reports Pack outlines the procedure for the hearing, including:
- An outline of the report from the Licensing Officer
- Cases from Responsible Authorities, such as the Police and those in the council that exercise environmental health functions
- The premises user's case in support of their application
- Closing remarks from all parties
Committee Business
Prior to the hearing, the sub-committee is scheduled to elect a chair. They will also note any apologies for absence and declarations of interest from members. The sub-committee is also scheduled to approve the minutes of the previous meeting.
