Summary
The Cabinet of Harrow Council is scheduled to meet on 18 December 2025 to discuss a range of issues, including budget monitoring, capital programmes, housing, public health, school organisation, and licensing. The Cabinet is expected to review the council's financial performance, consider future budget proposals, and discuss investments in housing and infrastructure projects. Additionally, the Cabinet will look at public health commissioning intentions, school places, and policies related to Houses of Multiple Occupation1 (HMO).
Budget and Finance
The Cabinet is scheduled to discuss several reports from the Strategic Director of Finance concerning the council's financial status and future financial planning.
The Revenue & Capital Budget Monitoring Report Q2 2025-26 will be presented. This report provides an overview of the council's financial performance during the second quarter of the financial year, including revenue, expenditure, and capital project progress. Appendices to the report include summaries of grants, the Medium-Term Financial Strategy2 (MTFS) tracker, the capital programme, council trading companies, right to buy receipts, and the Harrow Strategic Development Partnership3's financial performance. The Cabinet will also consider the Estimated Surplus / (Deficit) on the Collection Fund 2026-2027. This report details the projected surplus or deficit in the Collection Fund, which is used to manage council tax and business rates.
The Calculation of the Council Tax Base for 2026-2027 will be discussed. The council tax base is the total number of properties in the borough liable for council tax, adjusted for discounts and exemptions.
The Fees and Charges 2026-27 report outlines proposed fees and charges for various council services for the upcoming financial year. Appendices to the report include the charging policy and specific fees for Culture, Environment and Economy, Housing and Regeneration, resources, adults services, and children's services.
The Draft Capital Programme 2026-27 to 2028-29 will be presented. This programme outlines the council's planned capital investments over the next three years. Appendices include a capital programme review and details of new capital bids.
Housing and Regeneration
The Cabinet is scheduled to discuss several housing and regeneration projects.
The Mote Mews construction works report concerns a housing development project. Mote Mews is a development of 100% affordable homes on the site of a former car park in Wealdstone. The report includes an Equalities Impact Assessment4 (EQIA). The Poets Corner early works package report is also scheduled to be discussed, regarding early works at the Poets Corner development.
Adults and Public Health
The Cabinet will consider reports related to adult social care and public health.
The Care at Home Harrow - Commissioning Home (Domiciliary) Care Services report concerns the commissioning of home care services in Harrow. This includes an Equalities Impact Assessment.
The Local Integrated Sexual and Reproductive Health Service and On-line sexual health service commissioning intentions post 31st July 2026 report outlines the commissioning intentions for sexual and reproductive health services after July 2026. Appendices to the report include the procurement approach, a Harrow sexual reproductive health needs assessment, a pan-London sexual reproductive health needs assessment, and an Equalities Impact Assessment.
Children's Services
The School Organisation Update and School Capital Programme report provides an update on school organisation and the school capital programme. Appendices include a Harrow demography report from 2025-26 to 2037-38, child population projections, an overview of Harrow's population and changes, SEND5 projections and early years information, and the school roll projections methodology.
Culture, Environment and Economy
The Cabinet is scheduled to discuss several reports related to culture, environment, and the local economy.
The Additional Houses of Multiple Occupancy Licensing report concerns the implementation of additional licensing for HMOs in the borough. Appendices include a review of additional HMO licensing and an Equalities Impact Assessment.
The Enforcement Policy report presents the council's enforcement policy. Appendices include the Enforcement Policy 2025 and an Equalities Impact Assessment.
The Private Sector Housing - Selective Licensing and Licence conditions report discusses selective licensing and licence conditions for private sector housing. Appendices include consultation responses, HMO conditions for 2025, selective licence conditions, a proposed HMO waste scheme, and an Equalities Impact Assessment.
Other Matters
The Cabinet will also consider the Key Decision Schedule December 2025 February 2026, which outlines the key decisions expected to be made by the Cabinet over the next few months.
A Progress on Scrutiny Projects report will also be presented, providing an update on the progress of scrutiny projects.
The Cabinet will also note any petitions, public questions, and councillor questions received.
