The Overview and Scrutiny Committee met to consider the proceedings of the extraordinary meeting of Hertfordshire County Council held on 19 November 2025, especially regarding the voting process. Councillors also planned to discuss items for report to the council.

Extraordinary Meeting of Hertfordshire County Council

The meeting was called by Councillor Alexander Curtis, Councillor Caroline Clapper and Councillor Christopher Alley to examine the controversies of the previous week's meeting, especially those concerning the voting process. The aim was to identify lessons that could be learned before the upcoming County Council meeting on 9 December 2025.

The agenda included a programme with the following items:

• Welcome and introduction from Councillor Fiona Thomson, Chair of Overview & Scrutiny Committee (OSC)
• Statement by Quentin Baker, Director of Law and Governance
• Statement from Councillor Alexander Curtis
• Response to points raised by Quentin Baker, Angie Ridgewell, Chief Executive, and Steve Jarvis, Leader of the Council
• Questioning by members of the OSC
• Debate and decision

The report pack included a background report from Tim Parlow, Head of Scrutiny, which explained that according to Standing Order SC 3 (5) of Annex 9 of the council's constitution, a special meeting of the committee would be summoned if at least three councillors who are members of the committee and also members of the County Council requested one in writing to the Director of Law & Governance.

The committee was scheduled to discuss items for inclusion in its report to the council, in accordance with Standing Order SC.7 (4).

Other Business

The minutes of the committee meeting held on 25 October 2025 were scheduled to be considered at the next ordinary meeting on 17 December 2025, in accordance with Standing Order SC3 (6).
