Summary
The Oxfordshire County Council cabinet is scheduled to meet on 16 December 2025 to discuss a range of topics, including infrastructure funding, transport assessments, and the capital programme. The cabinet will also receive reports from scrutiny committees and consider future business.
Infrastructure Funding and Developer Contributions
The cabinet will be asked to consider the Infrastructure Funding Statement 2024/25, a statutory report on developer contributions secured, spent, and received between 1 April 2024 and 31 March 2025. The report pack indicates that in that period:
- £30.3 million of developer funding was spent on projects.
- £37.8 million in developer contributions was received.
- £269.3 million is the total held funding across all years.
The report pack states that future service priorities to be funded from developer contributions include new schools, school expansions and transport infrastructure.
The cabinet will also note an update on the S106 Improvement Programme, which aims to improve the management of Section 106 agreements1 and accelerate the delivery of infrastructure. The Place Overview and Scrutiny Committee made recommendations on the need for engagement with local members and for urgency and transparency in the use of these funds. The cabinet will be asked to note these recommendations.
Updates to Transport Assessment Requirements
The cabinet will be asked to adopt proposed updates to the Implementing Decide & Provide: Requirements for Transport Assessments
document. This document supplements the council's Local Transport and Connectivity Plan (LTCP) and details how developers should assess the transport impacts of their proposals.
The updates are required to reflect changes to the National Planning Policy Framework (NPPF), which now requires developments to follow a vision-led approach to transport planning. The report pack states that the updated document will help ensure that new developments prioritise active travel and public transport measures.
Capital Programme Update and Monitoring
The cabinet will be asked to note the capital monitoring position for 2025/26 and approve an updated Capital Programme. The report pack notes that the forecast programme expenditure for 2025/26 is £288.1m (excluding earmarked reserves). The total ten-year capital programme (2025/26 to 2034/35) is £1,433.2m.
Reports from Scrutiny Committees
The cabinet is scheduled to receive reports from the Place Overview and Scrutiny Committee on:
- Infrastructure Funding Statement 2024/25 and s.106 Programme Update
- Movement and Place Plans
- Local Government Reorganisation One Oxfordshire Proposal
The Place Overview and Scrutiny Committee considered the report on Local Government Reorganisation which was then considered by Cabinet on 13 November 2025. The Committee submitted its recommendations at that meeting and notes Cabinet's response as approved at that meeting, accepting all recommendations in full.
The Place Overview and Scrutiny Committee considered a report on the Infrastructure Funding Statement 2024/25 and s.106 Improvement Programme Update at its meeting on 12 November 2025. The Committee made two recommendations, firstly on the need for engagement with local members when considering local priorities for infrastructure funding and secondly, on the need for urgency and transparency.
The Place Overview and Scrutiny Committee considered an update on the Council's Movement and Place Plans, which implement the Local Transport and Connectivity Plan (LTCP) requirement to replace the area strategies adopted in 2016, at its meeting on 12 November 2025. The Committee made three recommendations: two about proactive engagement to understand local need and one about geographical boundaries and the sense of place.
The cabinet will be asked to note the recommendations contained in the reports and to consider and determine its response to the Place Overview and Scrutiny Committee.
Other Business
The cabinet will also consider the forward plan and future business, and a response to a scrutiny item on verge and vegetation management2. The report pack includes a Cabinet Response pro forma - Verge and Vegetation Management. The report pack states that the council will increase communications, consultation, and engagement about the benefits for biodiversity of verge and vegetation management to ensure that members and residents, as well as parish and town councils, understand the rationale. The report pack also states that the council will explore the possibility of increasing the number of places where 'cut and pile' is undertaken, and that the council will undertake a review of the amount paid to parish and town councils to assess whether it would be appropriate to increase the amount. The report pack states that additional cuts are, and will continue to be, carried out but only when there is a safety or accessibility need, such as at junctions and visibility splays.
