The Licensing Panel A met on Thursday, 18 December 2025, to consider applications related to premises licences and temporary event notices. The meeting's agenda included discussions on a variation to a premises licence for the Imperial Restaurant & Bar and a temporary event notice for 7 Percy Street.

Imperial Restaurant & Bar, Birchington Road, London NW6 4LJ

The panel was scheduled to discuss an application to vary the premises licence for the Imperial Restaurant & Bar, located at 46 Birchington Road, London NW6 4LJ. The proposed variation included extending the licensed area to incorporate the adjacent premises at 44 Birchington Road, London NW6 4LJ, changing licensing hours for the supply of alcohol, live and recorded music, and opening hours, and removing the late-night refreshment activity.

The report indicated that four relevant representations opposing the application had been received from the Environmental Health responsible authority and three residents, including a petition. These representations primarily concerned the potential for public nuisance, crime and disorder, and the protection of children from harm. The Environmental Health Authority's representation highlighted concerns about noise breakout, patron behaviour, and the adequacy of existing conditions, particularly in relation to the proposed expansion and extended hours. The report noted a history of complaints regarding patron noise, music disturbance, and issues with the use of the external terrace.

The report also outlined the relevant sections of Camden's Statement of Licensing Policy¹ and the Secretary of State's Guidance² pertaining to the licensing objectives and premises policies. The panel was presented with options to grant the application in full, subject to revised conditions, or to reject the application in whole or in part.

7 Percy Street, London W1T 1DH

The panel was also scheduled to consider a Temporary Event Notice (TEN) for events at 7 Percy Street, London W1T 1DH. The notice was for the supply of alcohol for consumption on the premises and the provision of regulated entertainment indoors, with a maximum capacity of 210 people. The proposed dates for the events were 19-21 December 2025 and 31 December 2025 - 1 January 2026, with late-night operating hours.

Objections to the TEN were received from the Police and the Environmental Health responsible authority. The grounds for objection were related to the prevention of crime and disorder and the prevention of public nuisance. The Noise Pollution Team specifically raised concerns about potential noise nuisance from patrons entering and exiting the venue and shouting in the street, citing a previous complaint and an alleged fight. They requested evidence of a noise management plan and dispersal policy, particularly given the continuous nature of the proposed licensable activities. The Police also objected to the December dates, citing availability issues within their team. The panel had the options to allow the event, impose conditions, or serve a counter notice if the licensing objectives were likely to be undermined.
