The Croydon Council Planning Sub-Committee is scheduled to meet on 18 December 2025 to consider planning applications and other business. The meeting will include consideration of a planning application for 32 Olden Lane, and approval of the minutes of the previous meeting.
Planning Application: 32 Olden Lane
The sub-committee will consider a planning application for 32 Olden Lane, Purley. The application, reference number 25/03536/FUL, concerns the erection of an enclosed front porch, with alterations including changes to the fenestration arrangement.
The applicant is named in the Public Reports Pack as Mr Tim Hammersley-Rich. The report pack notes that the application is being reported to the committee because the applicant is related to Councillor Jessica Hammersley-Rich.
The Director of Planning and Sustainable Regeneration has recommended that the planning permission be granted, subject to conditions. These include:
- A time limit of 3 years for commencement of work
- That the work is carried out in accordance with approved drawings
- Details of materials used
- Adherence to the provisions of a fire statement
The report pack notes that 31 neighbouring properties were notified about the application, but no responses were received.
The report pack states that the relevant planning policies and guidance include:

- National Planning Policy Framework (NPPF)
The report pack also notes that the application site is located in Flood Zone 11 and in a very low surface water flood risk, but is situated within a critical drainage area2.
The planning application proposes to enclose an existing open porch and install an additional door on the side elevation, as well as an additional front window. The report pack notes that the proposed window would be UPVC double-glazed to match the other existing windows and that the brickwork would match the existing building.
The report pack concludes that:
The proposed development would not cause harm to the character or appearance of the site or the surrounding area and would not adversely affect the residential amenity of neighbouring properties. Therefore, the proposal is recommended for approval.
