The Licensing Act Sub-Committee of Shropshire Council was scheduled to convene on Wednesday, 7 January 2026. The primary item on the agenda was an application for a new premises licence for Mikey's, a café and bar located in Broseley.
Application for a Premises Licence - Mikey's
The committee was scheduled to consider an application for a new premises licence for Mikey's, situated at 4 Delph Side, Broseley, Shropshire, TF12 5EP. The premises is described as a café/bar with a proposed outdoor seating area. The application sought permission for the supply of alcohol for both on and off-site consumption, with proposed operating hours from 12:00 to 22:00 Monday to Wednesday, 12:00 to 22:30 on Thursdays and Saturdays, and 12:00 to 21:00 on Sundays. The overall opening hours proposed were Monday to Saturday from 09:00 to 23:00, and Sundays from 10:00 to 22:00.
The report pack indicated that representations were received from responsible authorities, including the police, environmental protection, and trading standards. These authorities subsequently withdrew their initial representations after agreeing on additional conditions with the applicant. Planning also submitted comments regarding the application.
In addition to representations from responsible authorities, one representation was received from another party, David Farrell, owner of Broseley Guest House. Mr. Farrell raised concerns relating to the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. Specific concerns included potential fire risks, risks to customers due to the single access/exit point onto the road, and noise from the café, including music, conversation, and kitchen machinery, which he stated had already necessitated him vacating his bedroom/office. He also expressed concerns about potential noise and traffic movement from increased vehicle parking.
The report pack detailed a series of proposed conditions that had been agreed upon between the applicant and various authorities. These conditions covered the promotion of the four licensing objectives. For the prevention of crime and disorder, these included the installation and operation of CCTV, a zero-tolerance drugs policy, and a policy regarding spiking. For public safety, conditions included displaying local taxi firm details and notices about sensible drinking limits. To prevent public nuisance, it was proposed that the outside area would not be used after 20:00 hours, and all furniture would be removed from the external area by that time. For the protection of children from harm, a Challenge 25
policy was to be implemented, along with training for staff and a requirement for all persons under 18 to be accompanied by an adult.
The report also outlined the options available to the Sub-Committee, which included refusing the licence, granting it with conditions, restricting licensable activities, or granting it with restricted times. The Sub-Committee was advised to consider the statutory guidance issued under section 182 of the Licensing Act 20031 and Shropshire Council's Statement of Licensing Policy 2024-20292.
