The Licensing Sub Committee A of Hackney Council was scheduled to consider applications for variations to premises licences and new premises licences. The meeting's agenda included discussions on two specific venues: Pirate Studios and The Glove That Fits and Gardens.
Variation to a Premises Licence: Pirate Studios, 42-56 Tottenham Road, N1 4BZ
The committee was scheduled to consider a variation to the premises licence for Pirate Studios, located at 42-56 Tottenham Road, N1 4BZ. The application proposed several changes, including:
- Increasing the licensed capacity from 60 to 242 people.
- Removing the condition that alcohol must be sold in aluminium cans only.
- Extending the hours for the supply of alcohol from midnight to 1:00 AM from Monday to Sunday.
The report pack indicated that the applicant, Pirate Studios Limited, stated that the capacity increase aligns with their existing operational and fire safety capacity, and that they have operated safely at this level for five years. They also argued that extending alcohol sales hours would allow for better control over consumption and reduce risks associated with customers bringing their own alcohol. The application was accompanied by a supporting statement from the Head of Security for Pirate Studios, Aidan Crowe, who detailed the company's security measures and customer behaviour policies.
However, the report pack also detailed eight representations received from local residents on the grounds of the prevention of crime and disorder, public safety, and prevention of public nuisance. These representations raised concerns about increased crowds, noise disturbance, and potential anti-social behaviour.
The committee was to consider these variations in light of Hackney's Statement of Licensing Policy1, specifically policies LP1 (General Principles), LP2 (Licensing Objectives), and LP3 (Core Hours).
Premises Licence: The Glove That Fits and Gardens, 177-179 Morning Lane and outside area at 210 Ponsford Street, E9 6LH
The committee was also scheduled to consider a new premises licence application for The Glove That Fits and Gardens, located at 177-179 Morning Lane and the outside area at 210 Ponsford Street, E9 6LH. The application, submitted by Creative Community Limited, sought authorisation for the provision of late-night refreshment, regulated entertainment, and the sale of alcohol.
The proposed licensable activities and times included:
- Plays: Monday to Thursday 8:00 AM to 2:00 AM, Friday to Saturday 8:00 AM to 4:00 AM, Sunday 8:00 AM to 2:00 AM.
- Films: Monday to Wednesday 8:00 AM to 2:00 AM, Thursday to Saturday 8:00 AM to 4:00 AM, Sunday 8:00 AM to 2:00 AM.
- Live Music: Monday to Wednesday 8:00 AM to 2:00 AM, Thursday to Saturday 8:00 AM to 4:00 AM, Sunday 8:00 AM to 2:00 AM.
- Recorded Music: Monday to Wednesday 8:00 AM to 2:00 AM, Thursday to Saturday 8:00 AM to 4:00 AM, Sunday 8:00 AM to 2:00 AM.
- Late Night Refreshment: Monday to Wednesday 11:00 PM to 2:00 AM, Thursday to Saturday 11:00 PM to 4:00 AM, Sunday 11:00 PM to 2:00 AM.
- Supply of Alcohol (On-sales): Monday to Wednesday 8:00 AM to 2:00 AM, Thursday to Saturday 8:00 AM to 4:00 AM, Sunday 8:00 AM to 2:00 AM.
- Opening Hours: Monday to Wednesday 8:00 AM to 2:00 AM, Thursday to Saturday 8:00 AM to 4:00 AM, Sunday 8:00 AM to 2:00 AM.
The report indicated that the applicant had agreed to amend the proposed hours in line with recommendations from the Police and had removed off-sales of alcohol from the application. The premises currently hold existing premises licences for The Glove That Fits
and Hackney's Garden,
which would be surrendered upon the satisfactory grant of this new licence.
Representations were received from the Environmental Health Authority (Environmental Protection and Environmental Enforcement), both of which were withdrawn based on agreed conditions. The Police also withdrew their representation following agreed amendments to the hours and the removal of off-sales. However, the Licensing Authority received a representation on the grounds of the prevention of crime and disorder and the prevention of public nuisance. No representations were received from other persons.
The committee was to consider this application in relation to Hackney's Statement of Licensing Policy, including policies LP1, LP2, LP3, LP5, LP6, and LP12.
Licensing Sub-Committee Hearing Procedure and Temporary Event Notices
The agenda also included a standing item on the Licensing Sub-Committee Hearing Procedure, which outlines the process for hearings under the Licensing Act 20032. Additionally, Temporary Event Notices Standing Item
was listed, indicating that any such notices requiring committee consideration would be addressed.
