The Planning Sub-Committee of Hackney Council met on Wednesday 14 January 2026, approving planning permission for two sites and withdrawing one application. The committee also noted delegated decisions made between November 2025 and January 2026.
2025/1748: 40-43 Andrews Road, London, E8 4RL
Planning permission was granted for the retention of existing portakabins for office use, storage containers, and floodlights to the rear of the site, along with vehicle parking. The permission is temporary, lasting for three years, and aims to support the continued operation of Hackney's statutory SEND and Passenger Transport Services. While acknowledging that the proposal does not align with the long-term redevelopment vision for the site, officers considered the temporary use acceptable due to the public benefits and the established depot character of the area. Concerns were raised about the visual impact of a front portakabin on the Andrews Road frontage and the setting of the Regent's Canal Conservation Area, but these were deemed limited and outweighed by the operational needs of essential Council services. Conditions were imposed regarding vehicle movement hours and the submission of a cycle parking plan.
2025/2111: 25 Elsdale Street, Hackney, London, E9 6QY
Planning permission was granted for the construction of a two-storey vertical extension to provide five self-contained residential units. This application builds upon a previous prior approval for the conversion of the existing building into eight residential units. The proposal was considered to make a positive contribution to Hackney's housing needs, providing a mix of one, two, and three-bedroom units. An affordable housing financial contribution of £250,000 was agreed, to be secured via a Section 106 legal agreement. Conditions were attached regarding construction management, sustainable drainage, energy efficiency, and the provision of swift boxes.
