The Health in Hackney Scrutiny Commission was scheduled to discuss updates on community mental health services, adult social care performance, and the implementation of recommendations following the Fuller Inquiry. Community Mental Health: ELFT's New Offer
The commission was scheduled to receive the second part of a briefing on the East London Foundation Trust's (ELFT) Community Mental Health Transformation Programme. This programme aims to create a more integrated and accessible mental health system, bringing together GP practices, social care, and voluntary services. The discussion was expected to cover the specifics of ELFT's new offer, how it differs from previous models, and issues that emerged from consultations. It was also planned to address the Adult Social Care structure for integrated mental health, challenges related to short-term funding, and how the new offer aligns with the council's Neighbourhoods Programme, Adult Social Care provision, and the NHS 10 Year Plan's emphasis on digital services.
Update on Adult Social Care
A verbal briefing was scheduled to be provided on the next steps for adult social care services. This was to be followed by a review of the Adult Social Care Business Critical Performance Dashboards. These dashboards provide a performance summary across four critical areas for the council, with data presented as of December 2025. The areas covered include funded packages of care by type, the completion and throughput of Care Act assessments and reviews, waiting lists for assessments, and the number of safeguarding enquiries. The report was also expected to highlight the UK Government's 'Adult Social Care Priorities for Local Authorities: 2026 to 2027' and its implications for performance measurement.
Dignity for the Deceased: Implementing Fuller Inquiry Recommendations
The commission was scheduled to receive an update on how Hackney-based organisations have responded to the recommendations from Phase 2 of the national Fuller Inquiry. This inquiry investigated the abuse of deceased individuals at Maidstone and Tunbridge Wells Mortuary and made recommendations for improving policies, procedures, and practices across mortuaries, hospitals, hospices, care homes, and the funeral sector to safeguard the security and dignity of the deceased. The report was expected to detail the progress made by local organisations and further work planned for completion in 2026.
Health in Hackney Scrutiny Commission Work Programme
The commission was scheduled to review and agree on the updated work programme for the remainder of the year. This is a working document that is regularly updated to reflect ongoing priorities and discussions.
