The Planning Committee of Ealing Council was scheduled to discuss three major planning applications. These included a mixed-use development in Southall, a residential and industrial development in Acton, and a redevelopment of an industrial site in Perivale.
Planning Application - Southall Community Centre, Southall
The committee was scheduled to consider a planning application for the demolition of existing buildings at the Southall Community Centre, 20 Merrick Road, Southall, UB2 4AU, and the construction of a mixed-use development. This development was proposed to include commercial and community uses on the ground and mezzanine floors, with 215 flats above. The proposal also included associated cycle and vehicle parking, and a servicing bay with a new access road. The report recommended granting planning permission, subject to referral to the Mayor of London, completion of Section 106 and Section 278 agreements, and various conditions. A key point of discussion was the proposed affordable housing provision, which was noted as being 19% of habitable rooms, a figure below the council's usual policy requirement. The report detailed extensive viability assessments that had been undertaken, and noted that the scheme could not viably support more affordable housing or planning obligations than proposed. The application had previously been deferred due to concerns about the level and tenure mix of affordable housing.
Planning Application - 8-10 Greenock Road, Acton
The committee was scheduled to review a planning application for 8-10 Greenock Road, Acton, W3 8DU. This application proposed the construction of a stepped building up to 18 storeys, comprising flexible industrial space (Class E(g)(iii)/B2/B8), a café (Class E), and 124 residential units. The proposal also included associated off-street servicing areas, blue badge parking, refuse and cycle storage, plant rooms, landscaping, and amenity space. This report was an update on a previous resolution to grant planning permission, focusing on a revised affordable housing offer. Due to changes in the development's viability, the applicant proposed a payment in lieu of £1 million towards affordable housing elsewhere in the borough, rather than on-site provision. This was supported by an independent viability assessment and had been discussed with the Greater London Authority (GLA). The recommendation was to grant planning permission, subject to a Stage II referral to the GLA, and the finalisation of a Section 106 agreement, which would include the £1 million payment in lieu for affordable housing and early and late-stage viability reviews.
Planning Application - SEGRO Park, Perivale
The committee was scheduled to consider a planning application for SEGRO Park, Horsenden Lane South, Perivale, UB6 7RL. The proposal involved the demolition of existing buildings and infrastructure and the redevelopment to provide five units for flexible industrial use (Class E(g)(iii)/B2/B8), with associated access, parking, servicing, landscaping, and ancillary development. The report recommended granting planning permission, subject to a Stage II referral to the Mayor of London, and the completion of Section 106 and Section 278 agreements. The development would provide 17,346 sq m of industrial floorspace, a slight reduction from the existing amount, and was estimated to support between 248-481 full-time equivalent jobs. The proposal was noted to be within a Strategic Industrial Location (SIL) and supported by London Plan policies for the intensification of business uses. The report highlighted that the development would exceed net-zero targets in terms of energy efficiency and would achieve a significant Biodiversity Net Gain. Planning obligations were proposed to mitigate transport impacts, support employment and skills, and improve air quality.
