The Greater Lincolnshire Combined County Authority Appointments Panel met on Wednesday 14 January 2026 to discuss the recruitment of a new Chief Executive. The panel decided to shortlist two candidates for interview and agreed on the format and content of the interview process.

Recruitment of Chief Executive

The panel considered a report detailing the shortlisting process for the recruitment of a Chief Executive, a permanent postholder for which was agreed at a previous meeting on 3 December 2025. The role of Chief Executive is also known as the Head of Paid Service. The recruitment process had been advertised widely across the Greater Lincolnshire Combined County Authority (GLCCA) website, social media, and the websites of the three constituent councils: North East Lincolnshire Council, Lincolnshire County Council, and North Lincolnshire Council.

Alison Miller, Resourcing Manager for Lincolnshire County Council, presented the longlist of candidates who had undergone an initial evaluation against the job description. The panel reviewed the candidates and agreed that two individuals demonstrated proven experience in all necessary areas.

The panel resolved to:

• Shortlist the two selected candidates for interview.
• Focus the interview presentation topic on vision for Greater Lincolnshire and change management experience, as these were identified as key priorities for the role.
• Agree on a set of six interview questions to be posed to candidates. These questions were refined from an initial list, with some being combined and others removed to ensure optimal use of interview time and to avoid duplication with the presentation topic.

The interviews for the shortlisted candidates are scheduled to take place on 20 January 2026. Following these interviews, the Appointments Panel will reconvene to recommend a preferred candidate. The final appointment will be subject to satisfactory references and any objections from the Authority. An Extraordinary Meeting of the Greater Lincolnshire Combined County Authority has been scheduled for 30 January 2026 to formally appoint the Chief Executive.

The recruitment process is being conducted in line with the Equality Act 2010, ensuring due regard is given to eliminating discrimination, advancing equality of opportunity, and fostering good relations between individuals with protected characteristics. The decision-making process for this recruitment is within the remit of the Appointments Panel.

The previous meeting of the Appointments Panel on 3 December 2025 had agreed on the salary ranges for several Chief Officer roles, including the Chief Executive, Director of Strategy and Operations, Director of Resources, and Head of Governance. The salary for the Chief Executive was set to be advertised at £120,000, with an additional £10,000 performance-related bonus.

The minutes of the meeting held on 3 December 2025 were agreed and signed as a correct record.
