Summary
The Licensing Committee of Redbridge Council was scheduled to meet on Tuesday 13 January 2026 to discuss updates from the Licensing Service and consider the minutes of a previous meeting. The meeting's agenda also included a review of the council's licensing policy and an update on various licensing applications and enforcement activities.
Licensing Service Update
The committee was scheduled to receive an update on the work of the Licensing Service for the period of 1st November 2024 to 31st October 2025. This report detailed the number of applications received under the Licensing Act 2003, which covers activities such as the supply of alcohol, regulated entertainment, and late-night refreshment. It also outlined the outcomes of applications determined by the Licensing Sub-Committee, including grants, rejections, and withdrawals. The report also provided data on applications processed under other legislation, such as the London Local Authorities Act 1990, the Animal Welfare Act 2006, and the Scrap Metal Dealers Act 2013.
Furthermore, the update was set to cover enforcement activities undertaken by the Licensing Authority. This included investigations into complaints, compliance inspections, joint enforcement activities with partner agencies, and actions taken against poor operators. The report detailed specific enforcement outputs such as licence representations, warning notices, and out-of-hours inspections.
Notable cases were also scheduled for discussion, including the review of the Nightingale Public House1 and the Swaminarayan Sports World (Blake Hall)2 licence. The report was expected to detail the issues that led to these reviews, the actions taken by the council, and the outcomes of the hearings, highlighting the collaborative efforts between the Licensing team, the Community Protection Task Force (CPTF)3, and the Metropolitan Police4.
The update was also to cover policy work undertaken by the Licensing Service, including the development and publication of new policies such as the Street Trading Policy, the Statement of Licensing Policy, the Cumulative Impact Zone policy, and the Gambling Policy. The report was expected to detail the consultation processes and the adoption of these policies. Initiatives related to Violence Against Women and Girls (VAWG)5 were also to be discussed, including anti-spiking events and training sessions aimed at improving safety in licensed premises.
Redbridge Statement of Licensing Policy
A draft Statement of Licensing Policy was scheduled for consideration. This policy, required under the Licensing Act 2003, is updated every five years. The report was to outline the public consultation process, the amendments made to the policy as a result of feedback, and the next steps for its confirmation. Key discussion points were expected to include enforcement, the inclusion of issues related to violence against women and girls, and the advertising of consultations to encourage resident responses. The report was to recommend that Full Council adopt the Statement of Licensing Policy.
Minutes of Previous Meeting
The minutes of the previous Licensing Committee meeting held on 18 June 2025 were scheduled for signature. This would typically involve a confirmation that the minutes accurately reflect the discussions and decisions of that meeting.
Other Business
The agenda also included provisions for Any Other Urgent Business
and a Motion To Exclude The Public,
which would be moved if it was necessary to discuss exempt information in private, as permitted under the Local Government Act 1972.
