Review of Premises Licence for Two 1 Five
The primary item scheduled for discussion was the review of the premises licence for Two 1 Five, situated at 215 Broadway, Bexleyheath, Kent DA6 7EJ. This review was initiated by the Licensing Authority as a Responsible Authority, citing concerns related to the prevention of crime and disorder, public nuisance, and the protection of children from harm.
The report pack indicated that the premises licence was originally granted in March 2014 for the sale of alcohol for consumption off the premises, with hours from 09:00 to 20:00 Monday to Saturday and 10:00 to 18:00 on Sundays. This licence was later transferred and then surrendered in May 2021. A new premises licence was granted to the current licence holder, Mr. Rajmir Jahaj, on 14 January 2022, authorising the sale of alcohol for consumption on the premises and late-night refreshment. The requested hours for alcohol sales were daily from 12:00 to 00:00, with extended hours until 01:00 on Christmas Eve and New Year's Eve. Late-night refreshment was to be provided daily from 23:00 to 00:00, also with extended hours on Christmas Eve and New Year's Eve. The premises were described as a Luxury and stylish cold tapas and mezze platter dining
establishment for approximately 50 people.
The application to review the licence, made on 19 November 2025, detailed grounds including alleged breaches of operating hours, with complaints received about the premises being open until 02:00 on weekend nights, accompanied by loud music and entertainment, disturbing residents. Advertisements on the venue's website and displayed at the premises falsely claimed licensing until 02:00. The report noted that Mr. Jahaj was contacted regarding these alleged unauthorised licensable activities. Further, on 16 November 2025, Metropolitan Police officers observed the premises open and trading at approximately 01:00, with music playing and customers present. The manager reportedly stated they had not applied for an extension.
The review application was supported by representations from the Police, who highlighted concerns about continued operation outside permitted hours, demonstrating a disregard for licence conditions and licensing objectives. One Other Person
also made representations in support of the review, detailing disturbances from loud music extending into the early morning hours, affecting families with young children.
The report pack also included information on the procedure for the meeting, relevant sections of the Licensing Act 2003, Bexley's Statement of Licensing Policy, and statutory guidance. The potential outcomes for the Sub-Committee, should they decide to take action, included modifying licence conditions, excluding licensable activities, removing the designated premises supervisor, suspending the licence, or revoking it entirely.
