The Cabinet Member Signing meeting, held on Monday, 5 January 2026, focused on approving corrections to contractor names for major works programmes and awarding a new contract for asbestos services. Correction of Contractor Names for Major Works Programmes
Decisions were made to correct the recorded contractor names for refurbishment programmes at both Kenneth Robbins House and Stellar House. In both instances, the contractor's name had been previously recorded as a shortened version in Cabinet reports and minutes. Approval was granted to amend these records to reflect the full legal names of the contractors as stated in their respective contract award letters.
For Kenneth Robbins House, the contractor's name was corrected from United Living
to United Living (South) Limited.
This correction was deemed necessary to ensure Council records were accurate and did not materially impact the original decisions made regarding the Major Works Programme. The contract value and scope of works remain unchanged.
Similarly, for Stellar House, the contractor's name was corrected from Equans
to Equans Regeneration Limited.
This amendment ensures that Council records accurately reflect the contractor's full legal name as per the contract award letter. This correction also does not alter the original decisions, scope, or value of the works.
Award of New Asbestos Contract
A new contract for asbestos services was awarded to Tenderer A
for a sum of £1,815,540.00, with potential additional costs for project-specific services. This contract, which will last for up to four years, covers asbestos surveying, bulk sampling, and air monitoring. The decision was made to ensure Haringey Council continues to comply with the Health and Safety at Work Act 1974 and associated regulations, specifically The Control of Asbestos Regulation 2012. This is crucial to maintain the safety of residents and building users by managing asbestos risks effectively.
The contract award is intended to facilitate a seamless transition from existing asbestos service providers to the new contractor, avoiding any break in service provision. The Council considered alternative options, including carrying out the work in-house or using existing contracts, but determined these were not viable due to a lack of suitably trained operatives and expired current contracts, respectively. The new contract ensures compliance and up-to-date pricing.
The decision also included approving the delegation of expenditure for project-specific work to the Assistant Director of Repairs & Compliance, in consultation with the Head of Finance. Furthermore, a letter of intent was approved for an amount up to £181,554.00, representing 10% of the surveying contract sum, to enable the contractor to begin mobilisation while final contract details are settled. The funding for this contract is allocated within the Council's Medium-Term Financial Strategy, drawing from both capital and revenue budgets.
