The Cabinet (Livesey Trust) Committee of Southwark Council met on Tuesday 6 January 2026 to review the annual report for The Livesey Trust. The committee agreed to the recommendations within the report, which detailed the activities and financial performance of Treasure House (London) CIC, the organisation that operates from the Livesey building.
The Livesey Trust Annual Report 2024-25
The committee considered the annual report for The Livesey Trust for the 2024-25 period. The report detailed the operations of Treasure House (London) CIC, a Community Interest Company that occupies the Livesey building at 682 Old Kent Road1 under a peppercorn lease. Treasure House provides specialist education for young people aged 14-19 with special educational needs and disabilities (SEND), including those with anxiety, autism, dyslexia, and school phobia.
The report highlighted significant investments made by Treasure House in maintaining and improving the premises, totalling £27,767. These improvements included security upgrades, enhanced ICT infrastructure, boiler pump replacements, and the installation of draught excluders. The organisation also reported academic achievements for its students, with several achieving Grade 9 in English Literature and History, Gold Arts Awards, and successful transitions to further education.
The report also addressed the condition of the Livesey building itself, noting that while the tenant is responsible for internal and external repairs under an effective FRI (Full Repairing) lease, an external condition survey by heritage building specialists was recommended due to masonry defects observed on the front elevation and brick walls in the rear garden. The report also detailed the condition of various heritage artefacts located in the rear garden, including a statue of George Livesey, a Victorian post box, and a Newington tollgate, with Treasure House staff undertaking some refurbishment work.
Discussions also touched upon Treasure House's request to extend their lease to aid in applying for capital grants. Officers advised the tenant to submit a more formal application, including an updated business plan. Furthermore, Treasure House is planning to open the yard in a managed way for public coffees and events, and has been advised to make necessary enquiries regarding any required licenses or permits.
The committee resolved to agree with the recommendations in the annual report.
