Licensing Sub-Committee - Monday, 12th January, 2026 10.30 am
January 12, 2026 View on council websiteSummary
The Licensing Sub-Committee is scheduled to consider a new premises licence application for Chicken World. The committee will also review the standard procedure for licensing hearings.
Licence Application for Chicken World
The main item scheduled for discussion is a licence application for Chicken World, located at 202 Croydon Road, Beddington, CR0 4PJ. The applicant, N K Fast Food Ltd, is seeking a new premises licence to allow for the provision of late-night refreshment every day between 11:00 and 02:00 the following morning.
The report pack details that the Metropolitan Police initially raised concerns about the application, but these were addressed through amendments to the operating schedule. However, the Council's Pollution Control Team, acting as a Responsible Authority, has raised a representation concerning potential public nuisance. This representation highlights that the application does not specify how the extended hours will be managed and does not address noise from vehicle arrivals and departures, door operations, or people congregating outside the premises. The Pollution Control Team is of the opinion that the application, if granted with extended hours, would negatively impact surrounding residents.
The Sub-Committee will need to consider the application in light of the Secretary of State's Guidance issued under the Licensing Act 20031 and Sutton's Statement of Licensing Policy2. The decision options include granting the application as requested, granting it with conditions, excluding certain licensable activities, or rejecting the application. The report outlines potential conditions arising from the applicant's operating schedule, which include measures for CCTV, incident logging, staff training, delivery management, and waste disposal.
Licensing Hearings Procedure
The committee is also scheduled to review the Licensing Sub-Committee - Hearings Procedure. This document outlines the established process for how the committee handles licensing applications, including the roles of parties involved, how representations are dealt with, and the procedures for hearings. It details the steps from application submission to decision-making and notification, ensuring fairness and transparency in the licensing process.
