Community Safety Update

Petition Regarding the Introduction of Traffic Management Measures on Manorgate Road
A petition requesting solutions to congestion, conflict, speeding, and through traffic on Manorgate Road was scheduled for discussion. The report proposed the introduction of traffic management measures, including making Manorgate Road one-way northbound and Wolverton Avenue one-way between Kingston Hill and Coombe Road, to be implemented under an experimental traffic management order (ETMO). The committee was asked to approve this proposal and to receive a report after six months detailing the scheme's outcome and impact on surrounding roads. Additionally, approval was sought to proceed with implementing a green man
phase at the junction of Galworthy Road/Coombe Lane West/Gloucester Road/Coombe Road once funding is secured.
Coombe Lane West Zebra Crossing - Local Consultation Results
The committee was scheduled to consider the results of a public consultation on the introduction of a zebra crossing on Coombe Lane West, specifically outside house numbers 54/56. The report indicated that 50 out of 82 residents responded to the consultation, with 44% expressing unhappiness with the current pedestrian crossing situation and 60% supporting the introduction of a new zebra crossing. Arguments against the proposal included concerns about traffic congestion, pollution, safety near driveways, site suitability due to flooding, and a perceived lack of need. Supporters highlighted enhanced safety for vulnerable users and the potential for traffic calming. The committee was recommended to note the consultation results and approve the scheme for implementation.
Planned Highway Maintenance and Street Lighting Capital Programme 2026/27
The committee was invited to comment on the proposed 2026/27 carriageway and footway maintenance programme relevant to the neighbourhood and to note the situation regarding the street lighting column replacement programme. The report detailed planned maintenance works for 2025/26 and outlined the proposed programme for 2026/27, funded by the council's corporate budget and additional Department for Transport (DfT) funding. The carriageway resurfacing programme was prioritised based on road deterioration and traffic levels, while footway maintenance focused on areas with the greatest risk of trips and falls. The street lighting column replacement programme was also detailed, with a commitment to converting lighting units to LED.
Community Grants Programme
The committee was scheduled to consider applications for Neighbourhood Community Grants (NCGs). The report recommended the redistribution of any remaining Councillor Ward Funding (CWF) to the NCG programme and the consideration of specific applications. One application detailed was from Barnfield Riding for the Disabled Association, requesting £1,800 to cover the cost of hiring facilities, equipment, and horses for therapeutic horse-riding sessions for children with physical and learning disabilities. The report noted that if this application were successful, there would be £775 remaining in the NCG fund for the year.
