The Hackney Procurement Board met on Tuesday 13 January 2026, approving contracts for development and valuation advice for regeneration programmes and for children and families support services. The Board also deferred decisions on a PSS and Optical Fibre Cable Installation and Maintenance Contract and the Sanctuary Scheme.
Children and Families Support Services Framework
The Board approved the procurement of a Support Services Open Framework with an estimated total value of £5.8 million over a maximum five-year period (4 years + 1 year). This framework will enable the commissioning of various time-limited, targeted interventions for children, young people, and families. These interventions include positive and structured activities, specialist mentoring support, community-based parenting assessments, and crisis intervention services. The decision aims to address rising demand and costs for these services, which have increased by 24% since 2022/23, and to move away from a reliance on spot-purchasing. The framework will introduce standardised, capped rates, increase market competition, and strengthen governance and oversight, supporting the Council's Best Value Duty. The estimated whole-life cost, incorporating inflation, is projected to be between £6.4 million and £6.8 million, funded from existing revenue budgets. Social value will form 15% of the quality weighting in the tender evaluation.
Contract Award for Development Advisor and Valuation Advisor for Hackney Regeneration Programme
The Board approved the award of contracts for development and valuation advice for the Council's regeneration projects. Bidder B was awarded the contract for Development Advisory Lot 1 services for three years, with an option to extend for one year. Bidder C was awarded the contract for Valuation Advisory Lot 2 services for three years, with an option to extend for one year. These services will be utilised across Hackney's Housing Regeneration & Delivery and Regeneration & Economic Development service areas. The total value of the contracts is £1,388,126.36 excluding VAT. This decision follows a competitive selection process from the Homes England Property and Financial Professional Services Framework. The chosen bidder demonstrated a strong understanding of the Hackney context and provided robust approaches to valuations and social value commitments, including apprenticeships and work experience placements for Hackney residents.
PSS and Optical Fibre Cable Installation and Maintenance Contract
A decision on the PSS and Optical Fibre Cable Installation and Maintenance Contract was deferred until the next meeting on 10 February 2026. This contract, with an estimated total value of £17.1 million over a maximum seven-year term, involves the procurement strategy for Public Space Surveillance (PSS) and Optical Fibre Network installation and maintenance.
Sanctuary Scheme
The Sanctuary Scheme item was also deferred until the next meeting on 10 February 2026. This scheme aims to provide support services, and its deferral suggests further consideration is required before a decision can be made.
