The Officer Executive Decisions meeting scheduled for Friday 16 January 2026 was set to discuss proposed changes to the Future Shoreditch Area Action Plan. This plan outlines development potential for specific sites within the Shoreditch area.

Proposed Changes to the Future Shoreditch Area Action Plan

The meeting was scheduled to consider proposed amendments to Part C of the Future Shoreditch Area Action Plan (AAP). This section of the plan identifies Opportunity Sites allocated for development and provides guidance on land use, design, and public spaces, along with indicative capacities. The proposed changes primarily focus on updating the approximate building heights for several Opportunity Sites to align with existing site modelling.

For five opportunity sites, there were proposed changes to illustrations, and for one site, the indicative capacity was to be updated. Specifically, the report pack indicated that the proposed changes would ensure building heights reflect site modelling and the surrounding townscape.

Key proposed adjustments included:

• Updating Heights for Opportunity Sites: The amendments aim to clarify the heights for residential and commercial uses, as well as ground floor levels.
• Potential for Tall Buildings: Two opportunity sites, FSOS 03 (35-45 Great Eastern Street - American Car Wash) and FSOS 13 (Mercury House, Chart Street), were proposed to be identified as potentially suitable for tall buildings (30 metres or more). The indicative height for FSOS 03 was proposed to change from 26 metres plus setback to 29 metres plus setback, and for FSOS 13, from 29.5 metres to 33 metres.
• Correction to Indicative Development: For Opportunity Site FSOS 15 (Finsgate House, 5-7 Cranwood Street), an error in the previously approved AAP is to be corrected. The indicative development for a portion of the site was set to change from 4-8 storeys (15.5m-29.5m) to 4-6 storeys (15.5m-21m). This correction would not affect the supporting modelling or viability work.
• Updated Indicative Capacity: For Opportunity Site FSOS 06 (100-102 Curtain Road, former London College of Fashion), the indicative capacity was proposed to increase from 2,150 sqm to 6,690 sqm. The indicative mix of uses was also to change from 1,800 sqm community/office/workshop space and up to 350 sqm retail, to 5,320 sqm of office space, 780 sqm of community space, and 590 sqm of retail.
• Updated Ground Floor Use Maps: For Opportunity Sites FSOS 03, FSOS 06, FSOS 07 (11 Clere Street - Clere Street Car Park), and FSOS 09 (Telephone Exchange, 74 Shoreditch High Street), the 'Indicative Ground Floor Uses' maps were proposed to be updated. For FSOS 13, both the 'Indicative Ground Floor Uses' and 'Indicative Upper Floor Uses' maps were to be updated.

The report pack stated that these proposed changes would improve the clarity of the plan and would not impact on the Sustainability Appraisal or Integrated Impact Assessment already undertaken for the AAP. The report also noted that there were no financial implications for the council as a result of these proposed changes.

The Group Director for Housing, Climate and Economy was recommended to approve these proposed changes to the Future Shoreditch Area Action Plan. The full Council had previously approved the commencement of public consultation on the AAP and submission for independent examination, with delegated powers granted for necessary amendments.
