The Licensing (2003 Act) Sub-Committee of Newham Council met on Wednesday 7 January 2026. The primary item scheduled for discussion was a review of the premises licence for 107 Leytonstone Road, Stratford, London E15 1JA.
Review of Premises Licence for 107 Leytonstone Road, Stratford
The sub-committee was scheduled to hear and determine an application for the review of the premises licence for 107 Leytonstone Road, Stratford, London E15 1JA1. This application for review was submitted by the Trading Standards Team on 10 October 2025. The grounds for the review were stated to be all four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
The report pack indicated that the premises licence was originally granted in 2008, with conditions added following a representation. The licence was transferred in 2023, and a subsequent application on 14 October 2025 was granted without representation. The review application had been previously rearranged from 2 December 2025 at the request of the applicant.
The procedure for the meeting was outlined, including introductions, the presentation of the Licensing Officer's report, the presentation of cases by responsible authorities and interested parties, and the applicant's case. Following this, the sub-committee was scheduled to deliberate, potentially in private, before announcing its decision and reasons.
The report pack included copies of the review application, the previous premises licence (08/00789/LAPRE), and the current premises licence (25/04574/LATRA N). The current licence, issued on 6 November 2025, authorises the supply of alcohol for off-premises consumption only, between 10:00 and 22:00 hours, Monday to Sunday. The premises' opening hours are from 10:00 to 24:00 hours (midnight) Monday to Saturday, and 10:00 to 22:00 hours on Sundays. The designated premises supervisor is Mr Eugenijus Kleinovas, who holds a personal licence issued by Newham Council.
Annexes to the premises licence detailed mandatory conditions under the Licensing Act 2003, including those related to the sale of alcohol, age verification policies, and responsible promotions. Annex 2 outlined conditions consistent with the operating schedule, such as the Challenge 21
policy, staff training requirements, and the maintenance of a refusals book. Annex 3 listed conditions attached after a hearing, including restrictions on the non-retail sale of strong beers, lagers, and ciders, and requirements for noise control and waste management.
