The Licensing (Hearings) Sub-Committee of Leicester Council met on Tuesday 13 January 2026 to consider two applications for premises licences. The committee granted a new premises licence for Amigo Grill, subject to modified hours and additional conditions, and also considered an application for a review of an existing premises licence for Lifestyle Express.
Application for a New Premises Licence - Amigo Grill, 27 Narborough Road, Leicester
The Sub-Committee considered an application for a new premises licence for Amigo Grill, located at 27 Narborough Road, Leicester. The application sought permission for late-night refreshment from Monday to Sunday, 11:00 pm to 5:00 am, with the premises opening hours also proposed to be from 9:30 am to 5:00 am daily.
Representations were received from Leicestershire Police and the Noise and Pollution Team. The Police raised concerns regarding the prevention of crime and disorder, public nuisance, and the protection of children from harm. They highlighted that the premises is located within an area of special interest
as defined in the Council's Statement of Licensing Policy[^1] and that the application lacked sufficient mitigating measures. PC Jefferson Pritchard, the licensing officer for Leicestershire Police, stated that the proposed hours until 5:00 am were a concern, particularly given existing challenges faced by other late-night operators in the area. He suggested the premises could attract people congregating in the early hours, potentially leading to anti-social behaviour and crime. The Police also noted the possibility of younger clientele attending during these hours and questioned how they would be protected.
The Noise and Pollution Team's representation focused on the prevention of public nuisance. They expressed concerns about noise from ventilation, delivery vehicles, and people, which could impact nearby residents, particularly those living behind the premises and in the flat above. They noted that the premises had previously operated until 4:00 am with no known noise or odour issues.
Following these representations, the applicant, Haleema Khan, agreed to modifications. The agreed hours for both opening to the public and late-night refreshment were reduced to 11:00 pm to 4:00 am. Additional conditions were also agreed, including that no waste or recyclable materials would be moved outside between 11:00 pm and 7:30 am, and that noise from delivery drivers and vehicles would be kept to a minimum.
The Sub-Committee decided to grant the licence with these modified hours and additional conditions. The conditions consistent with the operating schedule included the provision of CCTV and trained staff. The conditions agreed with the Noise and Pollution Team included the revised opening and late-night refreshment hours, restrictions on waste removal, and measures to minimise noise from deliveries.
Application for a Review of an Existing Premises Licence - Lifestyle Express, 29 Halford Street, Leicester
The Sub-Committee also considered an application for a review of an existing premises licence for Lifestyle Express, located at 29 Halford Street, Leicester. This item was discussed in a private session, as indicated by the agenda and procedural guide, due to the likely disclosure of exempt information relating to individuals or crime prevention.
The minutes from a previous meeting on 17 November 2025 detail a similar review for a premises named Baltic, located at 128a Narborough Road, Leicester. In that instance, the premises licence holder's representative offered to surrender the licence, and the Sub-Committee ultimately revoked the licence due to representations made by Leicestershire Police concerning crime and disorder and public safety. The reasons for the decision were to be provided in writing within five working days, and the licence holder was informed of their right to appeal.
The agenda for the 13 January 2026 meeting lists Lifestyle Express for a review of its premises licence. However, the provided documents do not contain the outcome of this specific review.
